21 PROVISIONAL ENVIRONMENTAL AND SOCIAL MANAGEMENT PLAN<br />

Based on the results of the two preceding Chapter, the Environmental and Social<br />

Management Plan (ESMP) will be developed.<br />

All the relevant measures will be included in the ESMP. This will define:<br />

� The impact.<br />

� The proposed mitigation measure (detailed description).<br />

� Responsibility for implementation (note: this can include the necessity for<br />

further specifying certain measures at later stages of the Project).<br />

� Means required for implementation (staff, infrastructure, equipment, funds).<br />

� Costs (as far as they can be identified or estimated at this point; it also has to be<br />

noted that some measures might be included in the technical project, and that<br />

these costs will be considered there.<br />

� Monitoring process.<br />

21.1 Objectives of Environmental and Social Management Plan<br />

The ESMP will help Mount Coffee HPP to address the adverse environmental impact of<br />

the project, enhance project benefits, and introduce standards of good environmental<br />

practice. The primary objectives of the plan are to:<br />

a) Define the responsibilities of project proponents, contractors and other role<br />

players, and effectively communicate environmental issues among them.<br />

b) Facilitate the implementation of the mitigation measures identified in Chapter 20<br />

by providing the instructions on how to handle the issues, and providing an<br />

implementation schedule<br />

c) Define a monitoring mechanism and identify monitoring parameters to ensure<br />

that all mitigation measures are completely and effectively implemented.<br />

d) Identify training requirements at various levels and provide a plan for<br />

implementation.<br />

e) Identify the resources required to implement the ESMP and outline<br />

corresponding financing arrangements.<br />

21.2 Institutional Requirements<br />

21.2.1 Project Owner<br />

The Project Owner, i.e. LEC, will have the overall responsibility for the project and for<br />

its implementation according to the plans and conditions agreed upon; these conditions,<br />

obviously also contain the requirements for environmental management described in the<br />

final ESMP. In order to be able to comply with these requirements as far as<br />

environmental management is concerned, he will therefore need to have the required<br />

capacity and know how. For this purpose, it will be required that LEC hires a person, a<br />

qualified environmental engineer or somebody with a similar background, who will be<br />

in charge of carrying out the necessary supervisions, control and monitoring work.
