25 ECONOMIC EVALUATION<br />

25.1 Objective and Approach<br />

25.1.1 Objective and Scope<br />

25.1.2 Data Base<br />

The project to be considered under the present assignment (the Project) is the<br />

rehabilitation of the Mount Coffee Hydropower Plant (MCHPP). This project can<br />

shortly be described as follows:<br />

� located on the St. Paul River, approximately 27 km northeast of Monrovia, in<br />

Montserrado County;<br />

� dam with gated spillways, forebay dams, forebay canal, intake structure,<br />

penstocks, powerhouse designed to accommodate 6 vertical Francis units,<br />

tailrace canal, substation and transmission line;<br />

� two units (installed 1966) of 15 MW each, and two units (installed 1972) of 17<br />

MW each, total installed capacity 64 MW.<br />

� designed as Run-of River (ROR) scheme;<br />

� small reservoir with limited storage and regulating capacity;<br />

� lowermost dam in a planned cascade of a total of 5 dams, the others going to be<br />

storage dams with large reservoirs.<br />

Within the frame of the preparation of an Environmental and Social Impact Assessment<br />

(ESIA) and the preparation of a Resettlement Action Plan (RAP), the Terms of<br />

Reference of the Contract requires that an economic assessment of the rehabilitation<br />

project has to be carried out.<br />

This assessment shall consider the following points:<br />

� the project alternatives under discussion<br />

� the present energy supply situation of the country<br />

� the energy requirement forecasts, as far as available<br />

� aspects of economy (including, but not limited to energy costs<br />

� estimated construction duration<br />

� environmental and social effects<br />

� the no-project case (i.e. the present situation without rehabilitation of the power<br />

plant).<br />

25.1.2.1 Preliminary Remarks<br />

Numerous studies concerning the power situation in Liberia and the Mount Coffee<br />

Hydropower Plant have been carried out in the last years. For the present evaluation of<br />

the MC HPP data have been collected in Liberia and from the internet.
