15 INFRASTRUCTURE<br />

15.1 Present Situation<br />

15.2 Impacts<br />

The project area is served by a dirt road that connects the bigger towns and settlements.<br />

The main road is of reasonable quality but it becomes inaccessible for small cars during<br />

the rainy season.<br />

Paths and footbridges connect settlements if there are in the vicinity of each other, and<br />

also lead from houses to the farms. These will be affected if they lie in the reservoir. To<br />

cross the river, canoes are used and their quality has been found to be wanting.<br />

There are no identified cultural sites that have been found. For the communities with<br />

houses in the reservoir, the most likely sites for their secret society practices will either<br />

be in the surrounding forests or even in the river. The ongoing HH survey will capture<br />

this. In addition, there is a mosque in each of the likely affected settlements of Gbally<br />

and Benben.<br />

There are no foreseen impacts on social and economic infrastructure as these mostly do<br />

not exist in the likely affected areas. The exceptions are the mosques in Gbally and<br />

Benben that will be affected and these may have to be rebuilt in the new sites should<br />

they be lacking.<br />

Also secret society sites should these be captured in the ongoing HH survey, will have<br />

to be relocated and costs paid for by the project, should the communities wish to have<br />

them relocated. Accompanying rituals will also have to organised and paid for. In all<br />

likelihood if these sites are in the forests and are<br />

15.3 Conclusion and Recommendation<br />

It is apparent that the present road will need to be upgraded to cater for heavy trucks and<br />

vehicles during the construction and implementation stages.<br />

It is recommended that for settlements that have clinics, like Raymond Camp, which is<br />

very close to the dam, this be upgraded to a health centre or referral hospital to cater for<br />

the population which is likely to increase once other settlements are relocated. The<br />

clinic in Raymond Camp is the only one serving the affected settlements in Harrisburg.<br />

The upgraded facility would also serve the workers and employees at the construction<br />

site, thus avoiding constructing a whole new facility to cater for health.
