settled elsewhere. Also crops and trees lost will have to be compensated. It is therefore<br />

imperative that with the planning:<br />

� HH survey data is analysed and Focus Group Discussions held with the PAPs<br />

� Land is identified for resettlement<br />

� PAPs are involved in identifying where they want to relocate<br />

� PAPs are identified and confirmed and their structures are noted<br />

� PAPs whose crops and trees are affected are also noted and crops and trees noted<br />

� Modalities of compensation have to be worked out<br />

� PAPs are involved in identifying alternative livelihood strategies should land not<br />

be available for cash crop farming and planning for these strategies.<br />

� Host communities are involved in the planning as they take on new settlers and<br />

to ensure that conflicts are avoided.<br />

� Infrastructure in host communities is upgraded to avoid pressure from increased<br />

use due to additional people.<br />

� Carry out public consultations. The consultations with all stakeholders<br />

(involved) will be open, transparent and continuously ongoing in order to plan<br />

and implement a successful programme.<br />

� Institutions that will deal with resettlement are identified and their roles spelt<br />

out.<br />

� Eventual cut-off date will be set by the project (LEC) to avoid new people<br />

moving into the project area<br />

� Eventual implementation plan will be drawn up<br />

� Eventual budget for the whole resettlement will be drawn up.<br />

22.3 Resettlement Policy Framework<br />

Since Liberia has no National Resettlement Policy, the Consultant will draft a<br />

resettlement policy. The framework will be based on the WB OP 4.12 and the<br />

legislations of the country that deal with land acquisition and expropriation. These laws<br />

are shown in Chapter 2 of this report. The Resettlement Policy Framework (RPF) will<br />

be written under separate cover.<br />

22.4 Resettlement Plan Outline<br />

The outline of the RAP will follow the points shown in section 22.2. A summary<br />

follows:<br />

� A complete survey of all affected settlements is carried out and data analysed.<br />

Each and every individual affected has to be interviewed.<br />

� A detailed survey of the farm land i.e. counting valuable trees, measuring the<br />

land and valuing this.<br />

� Creating a comprehensive databank indicating name, gender of affected and<br />

what they will lose. The data bank should be made with the possibility of adding<br />

new information when collected. Data should be disaggregated to capture which<br />

gender has ownership, income and other socio-economic aspects in the HH.<br />

� Establishing a cut-off-data once the survey is concluded. It is crucial that people<br />

are informed as early as possible if they have farm land in the reservoir.<br />

� Drafting of livelihood strategies and income restoration.
