13.5 Proposed Mitigation Measures<br />

The mitigation measures hinge on noise and health. For the land take and crops lost,<br />

compensation will have to be paid to the PAPs. The costs will be worked out in the<br />

Resettlement Action Plan.<br />

For noise:<br />

� Ensure that the use of heavy machinery is limited to normal working hours,<br />

especially if a quarry is to be set up near any of the settlements. Excavation of<br />

stones, rocks and other construction materials during the night hours should not<br />

take place and during the day this should start when the surrounding population<br />

normally start their daily chores.<br />

� Ensure that use of heavy machinery at the site is also during normal working<br />

hours so as not to disturb the population unnecessarily.<br />

For health:<br />

� Ensure screening of new workers arriving from other areas so as to contain<br />

spread of any communicable diseases such as TB, HIV/AIDs, etc. and provide<br />

preventative medicine.<br />

� Ensure general hygiene standards are kept and this might be learnt by the<br />

surrounding population.<br />

� Improve the medical facility existing to cater for immediate accidents and other<br />

medical issues as hospitals are far from the area and they are also ill-equipped.<br />

� During dry season, sprinkling of dirt roads to cut down on dust that would<br />

irritate neighbouring settlements and population.<br />

� Ensure that surrounding population is taught and is aware of increased traffic<br />

danger and workers especially the drivers have been trained in traffic safety and<br />

look out for the local surrounding population, in particular children and women.<br />

Particular attention should be paid to children going and leaving schools. Signs<br />

should be put up to indicate where schools are and speeds should be kept at 30<br />

km per hour on the exit road passing through the project area.<br />

For surrounding populations and PAPs:<br />

� Give first priority to people in the project area when employing labourers<br />

and other unskilled workers, e.g. vegetation clearance, stone crashing in<br />

quarries, guards, etc. Should additional skilled workers also be required, take<br />

on workers from the area should they have the skills.<br />

� Carry out some information dissemination and teaching of local population<br />

on traffic safety, especially among young people, to curtail traffic accidents.<br />

� Upgrade the public security system to cope with the influx of population<br />

coming from outside the area.
