Main contents of this module on Environment, Health and Safety (EH&S) will be:<br />

� Organisation: structure, distribution of tasks (mainly distribution between<br />

project proponent and contractor), required human resources.<br />

� Preparation of detailed plans: for each of the main activities (like e.g. health<br />

provision for the work force; waste management; water and waste water; noise<br />

and vibrations; etc.), separate management plans have to be prepared, which take<br />

into account the legal requirements, but also the specific conditions presented by<br />

the site and the project. These individual plans will have to be prepared, either<br />

by the project proponent, by the contractor or by both of them, depending on the<br />

subject, before or at the beginning of the construction phase. The module will<br />

not aim at preparing a full set of such detailed plans, but some examples will be<br />

presented, discussed and/or prepared by the participants.<br />

� Role of the different actors: the responsibility for the implementation of the<br />

EH&S system on the construction site will be mainly the contactor's. However,<br />

the project proponent will have to define the conditions and regulations to be<br />

respected, and will be responsible for supervising the activities of the contractor.<br />

Other entities, e.g. EPA, might be involved as well.<br />

� Aspects of the daily work of personnel responsible for EH&S management.<br />

� Environmental measures not related to construction activities: depending on the<br />

project and on the impacts caused by it, there can be a need for more or less far<br />

ranging environmental management or mitigation measures which are not<br />

related to the construction site and construction activities. Implementation of<br />

these measures is in the responsibility of the project proponent (or of another<br />

entity mandated for this purpose; this can, but does not have to be, the main<br />

contractor, depending on the nature of the activity.<br />

� Monitoring: internal monitoring (carried out by the entities in charge of the<br />

measures), and external monitoring (carried out by third parties, independent of<br />

the project and directly involved organisations).<br />

� Reporting: purpose, form, main contents, etc.<br />

21.5.1.2 RAP Implementation<br />

Resettlement is a major aspect of most large hydropower projects, and a proper<br />

implementation of the RAP is crucial for its outcome. Topics to be covered by this<br />

module:<br />

� Organisation: Resettlement Implementation Unit, village resettlement<br />

committees, other entities involved; tasks, responsibilities and requirements.<br />

� From RAP (Resettlement Action Plan) to RIP (Resettlement Implementation<br />

Plan).<br />

� Procedural questions: finalisation of compensation packages, agreements with<br />

PAPs; dealing with grievances; etc.<br />

� Integration of affected persons in the process: public consultation and<br />

participation, relationship with communities and individuals.<br />

� Coordination of resettlement activities with the project schedule.
