the affected area, and for the loss of cultivated land; in this<br />

special case, these are people who moved into the reservoir<br />

area, and fields created in this area, after the breaching of the<br />

dam approximately 20 years ago.<br />

June 2001 Not applicable. While St. Paul River originates in Guinea and is<br />

therefore an international river, Mt. Coffee HPP is located quite<br />

close to the estuary of the river, will in no way have an impact on<br />

the situation in Guinea.<br />

Furthermore the <strong>European</strong> <strong>Investment</strong> <strong>Bank</strong>’s (EIB) Statement of Environment and<br />

Social Principle and Standards (2009) and the Environmental and Social Practices<br />

Handbook (Version 2 of 2010) has to be taken into account. The EIB applies a set of<br />

environmental and social requirements throughout the project cycle.<br />

In general the EIB refers to EU environmental law as the primary source of its<br />

environmental principles. The aims are, in accordance with EU policy on the<br />

environment, at a high level of protection based on the application of the precautionary<br />

principle, and on the principles that preventative action should be taken, that<br />

environmental damage should be rectified at source, and that the polluter should pay.<br />

Just as environmental standards aim to protect and improve the natural and built<br />

environment, social standards aim to protect the rights and enhance the livelihoods of<br />

people directly and indirectly affected by projects financed by the EIB. Social standards<br />

are intended to promote outcomes to the benefit of individual well-being, social<br />

inclusion and sustainable communities. The project needs to respect human rights and<br />

needs to comply with EIB social standards, based on the principles of the Charter of the<br />

Fundamental Rights of the <strong>European</strong> Union and international good practices.<br />

The approach to social matters needs to be based on the rights-based approach<br />

mainstreaming the principles of human rights law into practices through the application<br />

of its Social Assessment Guidelines (SAGs). These requirements are also consistent<br />

with the social safeguard measures developed and applied by those MFIs with whom<br />

the <strong>Bank</strong> works closely.
