Mount Coffee Hydropower Plant and HFO plants are included in all the five analysed<br />

scenarios. The EMP provides only capacity balances for the five scenarios. No other<br />

results are included in the EMP.<br />

Context<br />

The report “Options for the Development of Liberia Energy Sector”, which was<br />

published in October 2011, is the most recent document giving a complete view of<br />

Liberia’s energy sector, which was available for the preparation of the present study. As<br />

such, it includes the findings of the reports reviewed in the preceding sections.<br />

This report has identified options for the development of Liberia’s energy sector. The<br />

objective was to enable the people of Liberia to gain access to electricity in a cost<br />

effective manner.<br />

Relevant for the present study are the following topics:<br />

� The demand for electricity<br />

� The possible energy supply options<br />

� The generating options proposed to close the medium-term and the long-term<br />

gap.<br />

These three topics will be reviewed in the next sections.<br />

Liberia’s Projected Electricity Demand 2010-2040<br />

The purpose of the report “Options for the Development of Liberia Energy Sector” was<br />

to assess the demand for electricity for the whole country. For this purpose the<br />

following geographical and sectorial demand segments were defined:<br />

� Segment 1: Monrovia electrical on-grid demand<br />

� Segment 2: Other anticipated on-grid demand<br />

� Segment 3: Urban and rural off-grid demand<br />

� Segment 4: Non-Monrovia industrial demand.<br />

A bottom-up approach was applied to determine the demand for electricity. For all four<br />

segments a low-growth and a high-growth scenario were evaluated. The report describes<br />

in great detail the approach followed and the applied assumptions.
