Pr<strong>of</strong>essionaljudgment comes from in<strong>for</strong>mation in <strong>the</strong> peer-reviewed scientificliterature <strong>and</strong> textbooks <strong>and</strong>, as in many o<strong>the</strong>r disciplines, from time-provenexperiences in <strong>the</strong> field (<strong>for</strong> additional in<strong>for</strong>mation see Chapter 2). In <strong>the</strong>absence <strong>of</strong> published scientific literature or o<strong>the</strong>r definitive sources, whereexperience has demonstrated that a particular practice improves animalcare <strong>and</strong> use, practice st<strong>and</strong>ards have been used in determining appropriaterecommendations in <strong>the</strong> <strong>Guide</strong>. In most situations, <strong>the</strong> <strong>Guide</strong> is intended toprovide flexibility so that institutions can modify practices <strong>and</strong> procedureswith changing conditions <strong>and</strong> new in<strong>for</strong>mation.POLICIES, PRINCIPLES, AND PROCEDURESPolicies commonly derive from a public agency or private entity. Theyare generally practical statements <strong>of</strong> collective wisdom, convention, ormanagement direction that are internal to <strong>the</strong> entity. However, policies mayassume broader <strong>for</strong>ce when <strong>the</strong>y become <strong>the</strong> means by which an implementingagency interprets existing statutes (e.g., PHS Policy). Principlesare broader in <strong>the</strong>ir scope <strong>and</strong> intended application, <strong>and</strong> are acceptedgeneralizations about a topic that are frequently endorsed by many <strong>and</strong>diverse organizations (e.g., <strong>the</strong> U.S. Government Principles). Procedures(<strong>of</strong>ten called “operating procedures” or “st<strong>and</strong>ard operating procedures”)are typically detailed, step-by-step processes meant to ensure <strong>the</strong> consistentapplication <strong>of</strong> institutional practices. Establishing st<strong>and</strong>ard operating procedurescan assist an institution in complying with regulations, policies, <strong>and</strong>principles as well as with day-to-day operations <strong>and</strong> management.
