Should indicates a strong recommendation<strong>for</strong> achieving a goal; however, <strong>the</strong> Committee recognizes that individualcircumstances might justify an alternative strategy. This approach requires that users, IACUCs,veterinarians, <strong>and</strong> producers apply pr<strong>of</strong>essional judgment in making specificdecisions regarding animal care <strong>and</strong> use.
