<strong>of</strong> f<strong>in</strong>ancial systems. <strong>The</strong> success <strong>of</strong> any f<strong>in</strong>ancial restructur<strong>in</strong>g is enhanced when due political<br />

recognition is given to ensur<strong>in</strong>g that the f<strong>in</strong>ancial <strong><strong>in</strong>stitutions</strong> and markets be<strong>in</strong>g restructured<br />

will rema<strong>in</strong> competitive. Hence, political leadership must be shown <strong>in</strong> generat<strong>in</strong>g a concrete<br />

regulatory framework that facilitates greater efficiency, confidence, and stability <strong>of</strong> the<br />

f<strong>in</strong>ancial system thereby limit<strong>in</strong>g the need for future <strong>in</strong>terventions and the related costs.<br />

<strong>The</strong> challenge for Tanzania’s policy makers <strong>in</strong> develop<strong>in</strong>g an efficient stock market <strong>in</strong>clude<br />

<strong>in</strong>teralia sett<strong>in</strong>g up the <strong>in</strong>frastructure and build<strong>in</strong>g the human capacity required to support<br />

stock market as well as the <strong>in</strong>stitutional framework. With regard to the legal framework a<br />

significant stride has been made follow<strong>in</strong>g the establishment <strong>of</strong> the Capital Market and Security<br />

Authority Stock thrive <strong>in</strong> conducive environments which <strong>in</strong>clude suitable <strong>in</strong>terest rate and<br />

exchange rate policies, prudence <strong>in</strong> the management <strong>of</strong> the economy, politically and<br />

economically stable environment and fiscal discipl<strong>in</strong>e. <strong>The</strong> quest for establish<strong>in</strong>g a viable stock<br />

market is <strong>in</strong>habited <strong>in</strong> an environment which major obstacles to the evaluation <strong>of</strong> stock<br />

markets such as high rates <strong>of</strong> <strong>in</strong>flation, fiscal deficits and excessive monetary expansion <strong>in</strong> much<br />

the same way as f<strong>in</strong>ancial repression. Despite the support <strong>of</strong> the World Bank and other donor<br />

agencies for the liberalization and restructur<strong>in</strong>g <strong>of</strong> f<strong>in</strong>ancial sector <strong>in</strong> African countries, the<br />

evidence po<strong>in</strong>ts to markedly less success <strong>in</strong> many countries.<br />

Consequently, useful reasons are to be learnt by Tanzania’s policy makers from the experience<br />

<strong>in</strong> successful development and promotion <strong>of</strong> stock markets <strong>in</strong> some African countries like<br />

Botswana, and Ghana as well as Asian and Lat<strong>in</strong> American countries.<br />

Tanzania and other African countries need to demonstrate confidence <strong>in</strong> their economy by<br />

<strong>in</strong>vest<strong>in</strong>g <strong>in</strong> Africa’s stock markets <strong>in</strong> order to <strong>in</strong>still confidence <strong>in</strong> foreign <strong>in</strong>vestors, for here<br />

lays the key to the success <strong>of</strong> African stock markets <strong>in</strong> mobiliz<strong>in</strong>g resources for economic<br />

development and promot<strong>in</strong>g <strong>in</strong>vestments thus mak<strong>in</strong>g Tanzania competitive <strong>in</strong> the global<br />

market.<br />
