1.1.3: WHY IS THIS THESIS UNDERTAKEN?<br />

This thesis targets Sav<strong>in</strong>gs Mobilization, Investment and poverty reduction <strong>in</strong> Tanzania<br />

and other places where <strong>in</strong>come for households are low. <strong>The</strong> thesis plays a great <strong>role</strong> <strong>in</strong><br />

diversify production and services where f<strong>in</strong>ancial and bank<strong>in</strong>g sector reforms are<br />

undertaken for economic development.<br />

<strong>The</strong> Bank’s experience from its <strong>in</strong>terventions <strong>in</strong> the f<strong>in</strong>ancial sectors <strong>of</strong> the country has<br />

shown that target<strong>in</strong>g the use <strong>of</strong> resources <strong>of</strong> technical assistance for f<strong>in</strong>ancial<br />

<strong>in</strong>termediaries, <strong>in</strong>clud<strong>in</strong>g micr<strong>of</strong><strong>in</strong>ance <strong><strong>in</strong>stitutions</strong> (MFI’S) can improve their <strong>in</strong>stitutional<br />

performance and the social-economic impact on the clients they serve.<br />

Greater capacity allows MFIs to expand the outreach <strong>of</strong> needed f<strong>in</strong>ancial enterprise<br />

development services to the poor. Such assistance also permits the same <strong><strong>in</strong>stitutions</strong> to<br />

become autonomous and f<strong>in</strong>ancially self-sufficient. Outreach <strong>in</strong> provid<strong>in</strong>g MFIs services<br />

such as loans, sav<strong>in</strong>gs and bus<strong>in</strong>ess development support are likely to <strong>in</strong>crease the<br />

performance and growth prospects <strong>of</strong> the enterprise served and consequently, raise the<br />

<strong>in</strong>comes, social welfare and wealth <strong>of</strong> the poor(improve the standard <strong>of</strong> liv<strong>in</strong>g).<br />

From this fact, Sav<strong>in</strong>gs and Credit Cooperative Society (SACCOs) were used to designate<br />

<strong><strong>in</strong>stitutions</strong> and networks that developed as alternatives to commercial banks and the<br />

<strong><strong>in</strong>formal</strong> structures for <strong>of</strong>fer<strong>in</strong>g f<strong>in</strong>ancial services close to the people.<br />

Deliver<strong>in</strong>g f<strong>in</strong>ancial services through Sav<strong>in</strong>gs and Credit Cooperatives Society (SACCOs),<br />

may essentially classify the needs to grant loans oriented towards social needs and small<br />

bus<strong>in</strong>ess. <strong>The</strong> members become the beneficiaries, sole savers and sole decision makers,<br />

which makes them <strong>in</strong>tegrated and effective tools for rural development.<br />

<strong>The</strong> establishment and growth <strong>of</strong> SACCOs should be regarded as one <strong>of</strong> the important<br />

<strong>in</strong>struments for economic, social and cultural development as well as human<br />

advancement <strong>in</strong> Tanzania and other develop<strong>in</strong>g countries.<br />
