1.1.14.3: DONOR COMMUNITY<br />

Currently donors are the ma<strong>in</strong> sources <strong>of</strong> capital, particularly start-up capital, for the provision<br />

<strong>of</strong> micr<strong>of</strong><strong>in</strong>ance services to NGOs. <strong>The</strong>y also provide funds for capacity build<strong>in</strong>g. <strong>The</strong><br />

Government expects all donor programs support<strong>in</strong>g micr<strong>of</strong><strong>in</strong>ance <strong>in</strong> the country to comply<br />

with this policy. Donors will coord<strong>in</strong>ate with each other and with the Government to ensure<br />

that their programs embody common standards and complement other Government and<br />

donor activities. Care will be taken by donors to ensure that NGOs that they support develop<br />

susta<strong>in</strong>able operations so as to ensure the latter’s existence after donor support ends.<br />

<strong>The</strong> International donor agencies will provide not only substantial f<strong>in</strong>ancial resources to serve<br />

as loan <strong>in</strong>vestment capital for micr<strong>of</strong><strong>in</strong>ance NGOs but, even more importantly, technical<br />

assistance for staff capacity build<strong>in</strong>g and technology transfer <strong>of</strong> regional and global best<br />

practice <strong>in</strong> micr<strong>of</strong><strong>in</strong>ance to an even broader range <strong>of</strong> <strong>in</strong>stitutional providers <strong>of</strong> micr<strong>of</strong><strong>in</strong>ance<br />

services. In this context they comprise a significant and <strong>in</strong>fluential stakeholder group <strong>in</strong><br />

Tanzania micr<strong>of</strong><strong>in</strong>ance.<br />

<strong>The</strong> Tanzania micr<strong>of</strong><strong>in</strong>ance <strong>in</strong>dustry cont<strong>in</strong>ues reliance and dependence on donor funds and<br />

assistance is not viable, and that this particular resource is more likely to dw<strong>in</strong>dle down and be<br />

exhausted at an earlier period rather than later. While it may be true that, <strong>in</strong> a comparative<br />

sense, micr<strong>of</strong><strong>in</strong>ance under private <strong>in</strong>itiative is a relatively new development <strong>in</strong> Tanzania (<strong>in</strong><br />

comparison to other countries), it may be prudent for the different stakeholders <strong>in</strong> the private<br />

sector, <strong>in</strong> government and among the donor community to take on a sense <strong>of</strong> urgency with<br />

respect from putt<strong>in</strong>g <strong>in</strong>to action the different components that are available to place<br />

micr<strong>of</strong><strong>in</strong>ance development on a susta<strong>in</strong>able path. For <strong>in</strong>stance, advisers and consultants can<br />

assist <strong>in</strong> the construction and craft<strong>in</strong>g <strong>of</strong> a legal and regulatory framework for micr<strong>of</strong><strong>in</strong>ance but<br />

the primary responsibility for understand<strong>in</strong>g the requirements and <strong>in</strong>corporat<strong>in</strong>g these <strong>in</strong>to the<br />

design <strong>of</strong> the framework must belong to local stakeholders, and cannot be assigned to advisers<br />

and consultants.<br />
