5.0. CONCLUSSIONS AND RECOMMENDATIONS<br />

5.1 CONCLUSSIONS<br />

F<strong>in</strong>ancial development is play<strong>in</strong>g an important <strong>role</strong> <strong>in</strong> Tanzania’s economic progress. F<strong>in</strong>ancial<br />

failures, particularly <strong>in</strong>sufficient <strong><strong>in</strong>stitutions</strong> and high transactions costs limit poor people’s<br />

access to formal f<strong>in</strong>ance and prevent low <strong>in</strong>come people from borrow<strong>in</strong>g, and sav<strong>in</strong>g.<br />

Provid<strong>in</strong>g extended access to f<strong>in</strong>ancial services would enable Tanzania to reallocate capital,<br />

through mobiliz<strong>in</strong>g sav<strong>in</strong>gs and <strong>in</strong>creas<strong>in</strong>g <strong>in</strong>vestments. <strong>The</strong> result could be <strong>in</strong>creased capital<br />

accumulation, which <strong>in</strong> turn can lead to economic growth <strong>in</strong> Tanzania. From a micro<br />

perspective, <strong>in</strong>dividuals acquir<strong>in</strong>g adequate f<strong>in</strong>ancial services would be able to improve their<br />

private economy, through accumulat<strong>in</strong>g larger lump sums, for school, medic<strong>in</strong>es, houses,<br />

stationary etc. which can <strong>in</strong>crease human capital, the <strong>in</strong>dividuals ‘productivity and ultimately<br />

contribute to poverty.<br />

S<strong>in</strong>ce Tanzania has a history <strong>of</strong> high <strong>in</strong>flation, which has led people distrust<strong>in</strong>g f<strong>in</strong>ancial<br />

<strong><strong>in</strong>stitutions</strong> and monetary sav<strong>in</strong>g and borrow<strong>in</strong>g. <strong>The</strong>refore ga<strong>in</strong><strong>in</strong>g people’s confidence is<br />

crucial, as is provid<strong>in</strong>g services with positive real <strong>in</strong>terest rates. If <strong>in</strong>dividuals believe sav<strong>in</strong>g <strong>in</strong><br />

an <strong>in</strong>stitution as be<strong>in</strong>g too risky, they will wisely consume or save <strong>in</strong> a non-monetary form.<br />

An essential element is mak<strong>in</strong>g f<strong>in</strong>ancial services available for as many people as possible.<br />

Develop<strong>in</strong>g and improv<strong>in</strong>g occupational SACCOs, sav<strong>in</strong>g and credit cooperatives, can be one<br />

effective alternative to formal banks. SACCOs are reach<strong>in</strong>g low-<strong>in</strong>come people with f<strong>in</strong>ancial<br />

services. If improvements are made and regulations are recognized they could operate as an<br />

<strong>in</strong>termediat<strong>in</strong>g <strong>in</strong>stitution, allocat<strong>in</strong>g resources between low <strong>in</strong>come savers and borrowers. <strong>The</strong><br />

f<strong>in</strong>ancial ideal would be available, widespread formal services, result<strong>in</strong>g <strong>in</strong> the whole<br />

population hav<strong>in</strong>g the opportunity to take part <strong>in</strong> the formal economic activities. <strong>The</strong>n there<br />

would be no use for an <strong><strong>in</strong>formal</strong> sector. But at present formal banks are far from hav<strong>in</strong>g the<br />

capacity to <strong>of</strong>fer f<strong>in</strong>ancial services to the majority <strong>of</strong> Tanzania’s population, i.e. people with<br />

low <strong>in</strong>come.<br />
