� Lack <strong>of</strong> appropriate and adequate Managerial skills/knowledge with the attendant lack<br />

<strong>of</strong> strategic plan, bus<strong>in</strong>ess plan, succession plan, adequate organizational set up,<br />

transparent operational system etc. On the part <strong>of</strong> many founders and managers <strong>of</strong><br />

SACCOs <strong>in</strong> Tanzania use the obsolete and <strong>in</strong> efficient equipment as a result <strong>of</strong> lower<br />

level productivity delivery and substandard product quality.<br />

� Lack <strong>of</strong> <strong>in</strong>itiative and adm<strong>in</strong>istrative framework or l<strong>in</strong>kage to support and susta<strong>in</strong><br />

SACCO’s development which to a large extent is also a reflection <strong>of</strong> poor<br />

technological capacity or <strong>in</strong>tellectual resource.<br />

� Wide spread corruption, nepotism and harassment <strong>of</strong> SACCOs by some <strong>of</strong>ficers.<br />

� Lack <strong>of</strong> scientific and technological knowledge and know how i.e. the prevalence <strong>of</strong><br />

poor <strong>in</strong>tellectual capital resources which manifest as lack <strong>of</strong> technical skills <strong>in</strong> the<br />

form <strong>of</strong> technological and strategic capability.<br />

� Lack <strong>of</strong> easy access to fund<strong>in</strong>g/credits, which can be traceable to the reluctance <strong>of</strong><br />

banks to extend credit to them ow<strong>in</strong>g among others to poor and <strong>in</strong> adequate<br />

documentation <strong>of</strong> bus<strong>in</strong>ess proposals.<br />

� Lack <strong>of</strong> appropriate and adequate collateral, high cost <strong>of</strong> adm<strong>in</strong>istration and<br />

management <strong>of</strong> small loans as well as high <strong>in</strong>terest rates.<br />

� Bureaucratic bottlenecks and <strong>in</strong>efficiency <strong>in</strong> the adm<strong>in</strong>istration <strong>of</strong> <strong>in</strong>centives and<br />

support facilities provided by the Government.<br />

� Discrim<strong>in</strong>ation from banks which are averse to the risk <strong>of</strong> lend<strong>in</strong>g to SACCOs<br />

especially startups<br />

� Lack <strong>of</strong> access to appropriate technology as well as near absence <strong>of</strong> research and<br />

Development.<br />

� In adequate, <strong>in</strong>efficient and at times non-functional <strong>in</strong>frastructural facilities, which<br />

tend to escalate costs <strong>of</strong> operation as SACCOs are forced to resort to private<br />
