<strong>The</strong> Gross Domestic product (GDP) has been <strong>in</strong>creas<strong>in</strong>g by 5% s<strong>in</strong>ce early 2000, result<strong>in</strong>g <strong>in</strong> a<br />

small <strong>in</strong>crease <strong>in</strong> per capita <strong>in</strong>come while <strong>in</strong>flation decl<strong>in</strong>ed from 30% dur<strong>in</strong>g 1990s to below<br />

5%. <strong>The</strong> economic improvements accomplished are primarily expla<strong>in</strong>ed by the economic<br />

reforms that were <strong>in</strong>itiated <strong>in</strong> 1980s, which <strong>in</strong>volved the transformation <strong>of</strong> a centralized<br />

economy (economy controlled and governed by the state) towards free market economy<br />

mode(economy <strong>in</strong> which the production and distribution <strong>of</strong> goods and services take place<br />

through the mechanism <strong>of</strong> free markets guided by free price system).<br />

Despite the economic and f<strong>in</strong>ancial reforms, Tanzania’s economy still rema<strong>in</strong>s unsusta<strong>in</strong>able,<br />

poverty is extensive and growth has been constra<strong>in</strong>ed by structural obstacles, governance<br />

related problems, rigidities <strong>in</strong> the f<strong>in</strong>ancial sector and serious capacity constra<strong>in</strong>ts.<br />

Poor performance <strong>in</strong> <strong>in</strong>come growth for countries like Tanzania is frequently attributed partly<br />

to low sav<strong>in</strong>gs, as a result <strong>of</strong> the economic reforms which have been geared towards <strong>in</strong>crease<br />

<strong>of</strong> sav<strong>in</strong>gs and easy the mobilization <strong>of</strong> sav<strong>in</strong>gs, this has caused the Government <strong>of</strong> Tanzania to<br />

create an effective and implementable f<strong>in</strong>ancial system where people have access to secure<br />

f<strong>in</strong>ancial services which facilitates economic development/transactions, stimulates sav<strong>in</strong>gs and<br />

channels sav<strong>in</strong>gs to productive <strong>in</strong>vestment activities by mobiliz<strong>in</strong>g resources and improv<strong>in</strong>g<br />

their allocation.<br />

Tanzania has poorly developed f<strong>in</strong>ancial sectors, which accord<strong>in</strong>g to its f<strong>in</strong>ancial structure are<br />

described as dualistic with a formal and <strong><strong>in</strong>formal</strong> sector. Very few people, especially those<br />

liv<strong>in</strong>g <strong>in</strong> the urban centers, have access to the f<strong>in</strong>ancial services <strong>of</strong>fered by the formal f<strong>in</strong>ancial<br />

sector to a small wealthier part <strong>of</strong> the population. Hence, the great majority <strong>of</strong> the population<br />

has to turn to the <strong><strong>in</strong>formal</strong> sector for sav<strong>in</strong>g and /or borrow<strong>in</strong>g.<br />

Currently the <strong><strong>in</strong>formal</strong> sector is a vital part <strong>of</strong> Tanzania’s economy (f<strong>in</strong>ancial development as<br />

an <strong>in</strong>strument for economic development reaches the majority <strong>of</strong> the population with a lower<br />

<strong>in</strong>come, <strong>of</strong>ten resid<strong>in</strong>g <strong>in</strong> the rural areas).<br />

An <strong>in</strong>terest<strong>in</strong>g alternative to formal bank<strong>in</strong>g that has emerged with<strong>in</strong> the semi-formal sector is<br />

the sav<strong>in</strong>g and Credit Cooperative Societies (SACCOs) which have a wide outreach <strong>in</strong> most<br />
