micr<strong>of</strong><strong>in</strong>ance contributes towards alleviat<strong>in</strong>g poverty, there is a wide literature <strong>in</strong> the area<br />

which argues that micr<strong>of</strong><strong>in</strong>ance does not reach the poorest <strong>of</strong> the poor (See Woller, 2002;<br />

Montgomery and Weiss, 2005 and Weiss, 2005; Hashemi and Rosenberg, 2006; Fraser and<br />

Kazi, 2004.<br />

<strong>The</strong> study will be different from the surveyed literature s<strong>in</strong>ce it will exam<strong>in</strong>e the structure <strong>of</strong><br />

<strong>in</strong>vestments <strong>of</strong> mobilized sav<strong>in</strong>gs <strong>in</strong> f<strong>in</strong>ancial and non-f<strong>in</strong>ancial form <strong>of</strong> <strong><strong>in</strong>formal</strong> f<strong>in</strong>ancial<br />

<strong><strong>in</strong>stitutions</strong> with references to sav<strong>in</strong>gs and credit cooperatives societies (SACCOs) <strong>in</strong> Tanzania<br />

s<strong>in</strong>ce 1961s.<br />

2.2.3: <strong>The</strong> <strong>role</strong> <strong>of</strong> SACCOs <strong>in</strong> the economy:<br />

� Identify<strong>in</strong>g gaps <strong>in</strong> the poverty reduction strategic programmes where SACCOs plays as<br />

a major mean<strong>in</strong>gful and beneficial to the stakeholders.<br />

� SACCOs help <strong>in</strong> the capacity build<strong>in</strong>g among them <strong>in</strong> advocacy participation,<br />

improv<strong>in</strong>g literacy, <strong>in</strong>formation shar<strong>in</strong>g etc.<br />

� SACCOs help learn<strong>in</strong>g from best practices and up-scal<strong>in</strong>g.<br />

� For the members/society <strong>in</strong>volve <strong>in</strong> SACCOs are responsible <strong>in</strong> mak<strong>in</strong>g <strong>in</strong>vestments<br />

attracted.<br />

� Mak<strong>in</strong>g or help <strong>in</strong> critical analysis <strong>of</strong> problems and identify the stockholders to<br />

<strong>in</strong>volve and helps <strong>in</strong> strengthen<strong>in</strong>g policy advocacy <strong>role</strong>.<br />

2.2.4: Significance <strong>of</strong> the SACCOs <strong>in</strong> Tanzania’s Economy<br />

<strong>The</strong> SACCOs operat<strong>in</strong>g <strong>in</strong> Tanzania are shielded or immune from the typical problems and<br />

constra<strong>in</strong>ts <strong>of</strong> SACCOs <strong>in</strong> other developed countries. Some countries and other International<br />

f<strong>in</strong>ancial agencies assist SACCOs because <strong>of</strong> the crucial <strong>in</strong>herit<strong>in</strong>g <strong>role</strong> they play <strong>in</strong> the<br />

economic growth and development. <strong>The</strong> assistance is usually <strong>in</strong> the form <strong>of</strong> facilities and<br />

supportive services commercial f<strong>in</strong>ance venture capital, <strong>in</strong>formation tra<strong>in</strong><strong>in</strong>g and retra<strong>in</strong><strong>in</strong>g<br />
