make possible to provide a safe place for members’ deposits and encourage sav<strong>in</strong>gs <strong>in</strong><br />

the environment and limit fraud, embezzlement or misrepresentations by the adoption<br />

<strong>of</strong> rules <strong>of</strong> ethics, sanctions aga<strong>in</strong>st any <strong>in</strong>dividual who imperils <strong>in</strong>tentionally or<br />

otherwise the equilibrium <strong>of</strong> the cooperative, as well as by protect<strong>in</strong>g the name, if not<br />

the logo, <strong>of</strong> the cooperatives and their network.<br />

• Set high management, track<strong>in</strong>g, monitor<strong>in</strong>g and f<strong>in</strong>ancial health (equity/loan<br />

ratios, loans/sav<strong>in</strong>gs ratios etc.)Standards to provide safety and sav<strong>in</strong>g for the members<br />

• Provide supervision that encourages <strong>in</strong> house control and a greater credibility for the<br />

network.<br />

• Ensure the democratic nature (one member, one vote) and map out relations<br />

between elected leaders and the cooperatives.<br />

• Provid<strong>in</strong>g protection for the depositor’s sav<strong>in</strong>gs. Certa<strong>in</strong> African countries have a<br />

specific law govern<strong>in</strong>g the activities <strong>of</strong> SACCOs. In Tanzania, the follow<strong>in</strong>g laws<br />

are appropriate <strong>in</strong> the governance <strong>of</strong> SACCOs<br />

� Cooperative societies Act <strong>of</strong> 2003 and Rules<br />

� Bank<strong>in</strong>g and f<strong>in</strong>ancial <strong><strong>in</strong>stitutions</strong> Act <strong>of</strong> 1991<br />

� National Micr<strong>of</strong><strong>in</strong>ance policy <strong>of</strong> 2000<br />

� Bank <strong>of</strong> Tanzania Micr<strong>of</strong><strong>in</strong>ance Regulations.<br />

Also the government should take a lead <strong>in</strong> facilitat<strong>in</strong>g dialogue with cooperatives. <strong>The</strong><br />

government to support education tra<strong>in</strong><strong>in</strong>g and audit services, to develop <strong>in</strong>frastructures such as<br />

roads to mobilize and encourage population to jo<strong>in</strong> cooperatives <strong>in</strong>different activities, to<br />

provide the revolv<strong>in</strong>g funds where cooperatives are well established, to assist cooperatives to<br />

access regional markets for members to <strong>in</strong>crease <strong>in</strong>come and the government to provide tax<br />

and other <strong>in</strong>centives <strong>in</strong> areas which are not attractive to other private sector players.<br />
