and timely monitor<strong>in</strong>g <strong>of</strong> loan repayments.<br />

Management autonomy and <strong>in</strong>centives structures<br />

A variety <strong>of</strong> mechanisms have enhanced the efficiency <strong>of</strong> these <strong><strong>in</strong>stitutions</strong>, some <strong>of</strong> the<br />

important are:<br />

• High degree <strong>of</strong> management autonomy <strong>in</strong> formulat<strong>in</strong>g operational policies.<br />

• Policies that provide for staff accountability, <strong>in</strong>vestment <strong>in</strong> human capital, and<br />

rewards (monetary <strong>in</strong>centives and promotions) that are related to sound<br />

f<strong>in</strong>ancial performance and susta<strong>in</strong>ability. Staff <strong>in</strong>centives are l<strong>in</strong>ked to the<br />

performance <strong>of</strong> the loan portfolio, so clients ate monitored more closely than is<br />

usual.<br />

• Appropriate f<strong>in</strong>ancial ratios for measur<strong>in</strong>g a f<strong>in</strong>ancial <strong>in</strong>stitution’s performance<br />

should be designed and put <strong>in</strong> place. For <strong>in</strong>stance, return on equity and return<br />

on assets has become more common <strong>in</strong> recent years. In addition, the use <strong>of</strong> the<br />

subsidy dependence <strong>in</strong>dex is recommended to evaluate those providers who<br />

depend on their access to subsidies.<br />
