(a) Avoid putt<strong>in</strong>g str<strong>in</strong>gent conditions to target groups when tak<strong>in</strong>g projects to districts or<br />
regions.<br />
(b) <strong>The</strong> conditions laid down <strong>in</strong> the agreement should be strictly followed until the project is<br />
completed. This refers to delay <strong>in</strong> release funds or stopp<strong>in</strong>g release <strong>of</strong> funds.<br />
<strong>The</strong> use <strong>of</strong> project funds should be affected after reach<strong>in</strong>g an agreement with the target group<br />
for which the project is designed.<br />
(iv) Build<strong>in</strong>g Local Capacity<br />
(a) Tra<strong>in</strong><strong>in</strong>g should be provided to Tanzanians on how to manage projects.<br />
This will ensure susta<strong>in</strong>ability at the time <strong>of</strong> departure <strong>of</strong> the expatriate staff.<br />
(b) Projects which are supported by donors should not <strong>in</strong>clude the cost <strong>of</strong> expatriate staff.<br />
(c) Donor supported projects should employ Tanzanians and be given priority <strong>in</strong> the<br />
implementation <strong>of</strong> projects <strong>in</strong>stead <strong>of</strong> recruit<strong>in</strong>g expatriates. Further, local experts should<br />
receive equal pay to the expatriate staff.<br />
What Tanzania needs to do?<br />
(i) Empower<strong>in</strong>g women and youth<br />
(a) In communities where traditions and customs marg<strong>in</strong>alize women, advocacy programmes<br />
which show the importance <strong>of</strong> <strong>in</strong>volv<strong>in</strong>g women <strong>in</strong> plann<strong>in</strong>g for susta<strong>in</strong>able development<br />
should be conducted.<br />
(ii) Government obligations and <strong>in</strong>itiatives<br />
(a) Government should fulfill timely its promises made <strong>in</strong> respect <strong>of</strong> contribut<strong>in</strong>g towards<br />
development projects.<br />
(b) Government should make efforts <strong>of</strong> assist<strong>in</strong>g local authorities and regional secretariats by<br />
strengthen<strong>in</strong>g their <strong>in</strong>frastructure for the purpose <strong>of</strong> provid<strong>in</strong>g enabl<strong>in</strong>g environment <strong>of</strong><br />
prepar<strong>in</strong>g plans for susta<strong>in</strong>able development.<br />
