<strong>The</strong> method <strong>of</strong> collect<strong>in</strong>g Primary and Secondary data differs s<strong>in</strong>ce primary data are to be<br />

orig<strong>in</strong>ally collected, while <strong>in</strong> case <strong>of</strong> secondary data the nature <strong>of</strong> data collection work is<br />

merely that <strong>of</strong> compilation.<br />

<strong>The</strong> sort <strong>of</strong> data it will be the <strong>in</strong>vestigator measures the effects <strong>of</strong> an experiment which he<br />

conducts <strong>in</strong>tentionally <strong>in</strong> def<strong>in</strong><strong>in</strong>g the research problem. <strong>The</strong> researcher must tackle the task<br />

<strong>in</strong>telligently to avoid the perplexity encountered <strong>in</strong> a research operation.<br />

Def<strong>in</strong><strong>in</strong>g a research problem properly and clearly is a crucial part <strong>of</strong> a research study and must<br />

<strong>in</strong> no case be accomplished hurriedly. <strong>The</strong> research problem should be def<strong>in</strong>ed <strong>in</strong> a systematic<br />

manner, giv<strong>in</strong>g due weight age to all relat<strong>in</strong>g po<strong>in</strong>ts. <strong>The</strong> techniques for the purpose <strong>in</strong>volves<br />

the undertak<strong>in</strong>g <strong>of</strong> the follow<strong>in</strong>g steps generally one after the other.<br />

(i) Def<strong>in</strong><strong>in</strong>g statement <strong>of</strong> a problem.<br />

(ii) Understand<strong>in</strong>g the nature <strong>of</strong> the problem<br />

(iii) Survey<strong>in</strong>g the available literature<br />

(iv) Develop<strong>in</strong>g the ideas through discussions.<br />

(v) Rephras<strong>in</strong>g the research problem <strong>in</strong>to a work<strong>in</strong>g position.<br />

<strong>The</strong> value <strong>of</strong> Adm<strong>in</strong>istrative Data<br />

<strong>The</strong> f<strong>in</strong>d<strong>in</strong>g has set to answer the critical policy and program questions <strong>of</strong> ‘’what works’’,<br />

‘’for whom’’, and ‘’at what cost’’, the panel f<strong>in</strong>ds that:<br />

• Policy makers and program adm<strong>in</strong>istrators will require more and better data sources<br />

than they now have if they are to adequately monitor program operations and<br />

evaluate program outcomes. Program adm<strong>in</strong>istrators and policy makers will need<br />

reliable state and local data if, among other th<strong>in</strong>gs, they are to: summarize program<br />

operations; determ<strong>in</strong>e who is be<strong>in</strong>g served by which programs, which is under<br />

served etc.<br />

• Current research survey data can not adequately monitor the diverse, local<br />

programs currently be<strong>in</strong>g established by state and local governments.<br />
