branches <strong>in</strong> all areas <strong>of</strong> operation.<br />

MEMBER- BASED ORGANIZATION- SACCOs<br />

<strong>The</strong> most dom<strong>in</strong>ant member-based organizations <strong>in</strong> Tanzania are the Sav<strong>in</strong>gs and Credit<br />

Co-operative Societies. <strong>The</strong>se Sav<strong>in</strong>gs and Credit Co-operatives (SACCOs) are categorized<br />

<strong>in</strong>to urban SACCOs and rural SACCOs. Of <strong>in</strong>terest <strong>in</strong> the context <strong>of</strong> this paper are rural<br />

SACCOs.<br />

Ow<strong>in</strong>g to the poor access <strong>of</strong> formal f<strong>in</strong>ancial services <strong>in</strong> the rural areas, the formation <strong>of</strong><br />

SACCOs was advocated and encouraged by the Government as one way <strong>of</strong> promot<strong>in</strong>g<br />

access to f<strong>in</strong>ancial services. <strong>The</strong> rural SACCOs, have a common bond <strong>in</strong> residences and<br />

associations. Members <strong>of</strong> these schemes usually reside <strong>in</strong> the same village, and rely on the<br />

same primary cooperative society for crop sales.<br />

In SACCOs sav<strong>in</strong>gs are l<strong>in</strong>ked to credit. <strong>The</strong> SACCOs have helped to address the bias that<br />

<strong>of</strong>ten prevails aga<strong>in</strong>st <strong>in</strong>dividual borrowers who are located <strong>in</strong> the rural areas which are<br />

sometimes not easy to reach. <strong>The</strong> SACCOs have functioned as a bridge between <strong>in</strong>dividual<br />

borrowers’ particularly small borrowers and the formal f<strong>in</strong>ancial <strong><strong>in</strong>stitutions</strong>. SACCOs have<br />

had a substantial <strong>role</strong> <strong>in</strong> the mobilization and allocation <strong>of</strong> otherwise untapped resources.<br />

Like the formal f<strong>in</strong>ancial <strong><strong>in</strong>stitutions</strong>, SACCOs are found <strong>in</strong> both rural and urban areas.<br />

<strong>The</strong>se societies are will<strong>in</strong>g to <strong>of</strong>fer even small sized loans to members which are someth<strong>in</strong>g<br />

that the formal f<strong>in</strong>ancial <strong><strong>in</strong>stitutions</strong> will not do <strong>in</strong> view <strong>of</strong> the high costs <strong>of</strong> adm<strong>in</strong>istration,<br />

and lengthy procedures <strong>in</strong>volved <strong>in</strong> process<strong>in</strong>g <strong>in</strong>formation before a decision is made to<br />

give out a loan. <strong>The</strong> high transactions costs, <strong>in</strong>adequate <strong>in</strong>formation and the associated<br />

perception <strong>of</strong> high risk associated with rural f<strong>in</strong>ance have limited the growth and<br />

development <strong>of</strong> rural f<strong>in</strong>ancial services <strong>in</strong> the country. <strong>The</strong> f<strong>in</strong>ancial <strong><strong>in</strong>stitutions</strong> that have<br />

utilized the knowledge and proximity <strong>of</strong> established <strong><strong>in</strong>stitutions</strong> <strong>in</strong> the rural areas have<br />

tended to do better. Through SACCOs these <strong><strong>in</strong>stitutions</strong> have extended credit to small<br />

borrowers <strong>in</strong> the rural some <strong>of</strong> which are otherwise not easily accessible. Unlike banks that<br />

experience low loan repayment rates from peasant borrowers, Sacco’s loans have lower<br />

default rates. Borrowers know that the loans come from sav<strong>in</strong>gs <strong>of</strong> the community.<br />
