ABSTRACT<br />

F<strong>in</strong>ancial development is play<strong>in</strong>g an important <strong>role</strong> <strong>in</strong> Tanzania’s economic progress. F<strong>in</strong>ancial<br />

failures, particularly <strong>in</strong>sufficient <strong><strong>in</strong>stitutions</strong> and high transactions costs limit poor people’s<br />

access to formal f<strong>in</strong>ance and prevent low <strong>in</strong>come <strong>of</strong> people from borrow<strong>in</strong>g, and sav<strong>in</strong>g. In<br />

this essay the importance <strong>of</strong> mobiliz<strong>in</strong>g sav<strong>in</strong>gs through provid<strong>in</strong>g low-<strong>in</strong>come to people from<br />

f<strong>in</strong>ancial services <strong>in</strong> Tanzania is emphasized.<br />

Last decade <strong>of</strong> micr<strong>of</strong><strong>in</strong>ance practice, particularly <strong>in</strong> Tanzania, has neglected rural f<strong>in</strong>ance.<br />

Support to the sector has concentrated on turn<strong>in</strong>g credit progammes <strong>in</strong>to suitable micr<strong>of</strong><strong>in</strong>ance<br />

<strong><strong>in</strong>stitutions</strong> (MFIs). This emphasis has produced a small number <strong>of</strong> MFIs that have either<br />

achieved f<strong>in</strong>ancial susta<strong>in</strong>ability or are close to achiev<strong>in</strong>g this. In Tanzania this <strong>in</strong>cludes<br />

organizations such as SELF, PRIDE, MEDA.<br />

SACCOs, Sav<strong>in</strong>gs and Credit Cooperative Societies as an alternative to formal banks are<br />

discussed as a way to <strong>in</strong>crease sav<strong>in</strong>gs. Furthermore, SACCOs –Members preferences are<br />

studied.<br />

Develop<strong>in</strong>g and improv<strong>in</strong>g occupational SACCOs, sav<strong>in</strong>g and credit cooperatives, can be<br />

effective alternative to formal banks. <strong>The</strong> safety-issue is the basic problem, where education<br />

plays an important <strong>role</strong> to improve security. With improvements SACCOs could <strong>in</strong> the long<br />

run function as a way to connect <strong><strong>in</strong>formal</strong> sav<strong>in</strong>gs with the formal f<strong>in</strong>ancial sector.<br />

F<strong>in</strong>ally, it is imperative for the formulation <strong>of</strong> an appropriate MFIs policy which should reflect<br />

the views and aspirations <strong>of</strong> MFIs and also aim at improv<strong>in</strong>g bus<strong>in</strong>ess culture, promote trust,<br />

transparency, accountability and good governance, considered as hallmarks for build<strong>in</strong>g a<br />

strong MFIs sector.<br />
