opportunity for the purpose <strong>of</strong> mobiliz<strong>in</strong>g funds and help<strong>in</strong>g the poor as well.<br />

Furthermore, Micro f<strong>in</strong>ancial <strong><strong>in</strong>stitutions</strong> should improve the process <strong>of</strong> loans application,<br />

delivery, repayment and monitor<strong>in</strong>g. Reduc<strong>in</strong>g non-perform<strong>in</strong>g loans and default is important<br />

for susta<strong>in</strong>ability <strong>of</strong> rural f<strong>in</strong>ancial markets.<br />

Rural Poor and Micro-enterprises<br />

Rural poor and micro-enterprises should organize themselves <strong>in</strong> groups <strong>in</strong> order to secure<br />

micro f<strong>in</strong>ancial <strong><strong>in</strong>stitutions</strong> confidence. Micro f<strong>in</strong>ancial <strong><strong>in</strong>stitutions</strong> prefer lend<strong>in</strong>g to groups<br />

rather than <strong>in</strong>dividuals. Above all, groups act as a good substitute for physical collateral. In<br />

these aspect small farmers, the poor and micro-enterprises should organize themselves <strong>in</strong><br />

groups for both sav<strong>in</strong>gs mobilizations, and <strong>in</strong>creas<strong>in</strong>g their accessibility to formal micro<br />

f<strong>in</strong>ancial <strong><strong>in</strong>stitutions</strong>. <strong>The</strong> poor are most likely to <strong>in</strong>fluence the lenders through groups and to<br />

secure loans for <strong>in</strong>vestment and poverty reduction.<br />

Conclusions<br />

<strong>The</strong> performance <strong>of</strong> micro f<strong>in</strong>ancial <strong><strong>in</strong>stitutions</strong> <strong>in</strong> Tanzania raises many questions than<br />

answers. However, micro f<strong>in</strong>ancial <strong><strong>in</strong>stitutions</strong> have done their best to serve the poor and<br />

small enterprises. It is important to understand that the Rural F<strong>in</strong>ancial Markets comprises<br />

lenders, borrowers, savers and <strong>in</strong>termediaries. Policy makers and other stakeholders <strong>in</strong><br />

micr<strong>of</strong><strong>in</strong>ance sector must focus on the development <strong>of</strong> overall rural f<strong>in</strong>ancial markets.<br />

Creat<strong>in</strong>g viable lenders, borrowers and savers is a prerequisite for micro f<strong>in</strong>ancial <strong><strong>in</strong>stitutions</strong><br />

better performance and the development <strong>of</strong> susta<strong>in</strong>able rural f<strong>in</strong>ancial markets.<br />

4.1.4: Research and Development support.<br />

<strong>The</strong> study identified the public Research and Development <strong><strong>in</strong>stitutions</strong> especially those<br />

render<strong>in</strong>g support to SACCOs through their Research and Development programmes.<br />

Research and Development programme is <strong>of</strong>ten carried out for SACCOs with the prime aim <strong>of</strong><br />

improv<strong>in</strong>g quality and standards <strong>of</strong> their products, applications <strong>of</strong> new process or techniques<br />

to reduce costs and to <strong>in</strong>crease productivity.<br />
