6. To identify gaps/shortfalls (i.e. lack <strong>of</strong> consideration <strong>of</strong> <strong>in</strong>tangible benefits and costs,<br />

lack <strong>of</strong> consideration <strong>of</strong> the human element or other important factors which lead to<br />

adequate SACCOs’ assessment models.<br />

7. Identify the extent to which different cooperatives’ managers at different management<br />

levels are satisfied with the exist<strong>in</strong>g SACCOs operat<strong>in</strong>g system.<br />

8. To suggest measures that can be adopted by sav<strong>in</strong>gs and credit cooperatives societies<br />

(SACCOs) to improve their overall operations <strong>in</strong> Tanzania.<br />

9. To come up with the suggestions on how to design and driven rural f<strong>in</strong>ancial service<br />

programs that will help f<strong>in</strong>ance rural activities <strong>in</strong> Tanzania.<br />

10. To assess the how gender issue will be <strong>in</strong>tegrated <strong>in</strong> the proposed rural F<strong>in</strong>ancial<br />

service program, <strong>in</strong> order to gender issue and poverty situation <strong>in</strong> rural areas <strong>of</strong><br />

Tanzania.<br />

11. To propose an effective mechanism <strong>in</strong> which apart from extend<strong>in</strong>g micro loans<br />

collaborative rural micro-f<strong>in</strong>ance <strong><strong>in</strong>stitutions</strong> <strong>in</strong> Tanzania<br />

12. To propose a mechanism that will facilitate non-f<strong>in</strong>ancial NGOs, f<strong>in</strong>ancial NGOs,<br />

formal banks and other organizations to <strong>in</strong>volve fully <strong>in</strong> the Provision <strong>of</strong> f<strong>in</strong>ancial<br />

services <strong>in</strong> rural areas.<br />

13. To design the program that will <strong>of</strong>fer micro-f<strong>in</strong>ance bus<strong>in</strong>ess undertak<strong>in</strong>g Tra<strong>in</strong><strong>in</strong>g to<br />

rural population.<br />

<strong>The</strong> high degree <strong>of</strong> poverty and unemployment with their attendant high crime rate <strong>in</strong><br />

Tanzania has been <strong>of</strong> great concern to the various governments (central and local) as well as<br />

the civil society. All and sundry have been seriously agitated as to what to do <strong>in</strong> order to<br />

reduce the crippl<strong>in</strong>g poverty, high level <strong>of</strong> ignorance, disease, high <strong>in</strong>fant-mortality rate, and<br />

the rather embarrass<strong>in</strong>g high unemployment rate <strong>in</strong> Tanzania. Given the vital and salutary <strong>role</strong><br />

and contributions, which Micro f<strong>in</strong>ance <strong><strong>in</strong>stitutions</strong> play <strong>in</strong> other developed and develop<strong>in</strong>g<br />

economies, and consider<strong>in</strong>g the on-go<strong>in</strong>g reforms by the government <strong>of</strong> Tanzania, which are<br />
