Tanzania and most <strong>of</strong> its neighbor<strong>in</strong>g countries as well as some few other non- East African<br />

region countries are illustrated <strong>in</strong> the table. In terms <strong>of</strong> the use <strong>of</strong> trade opportunities,<br />

Tanzania is one <strong>of</strong> countries rema<strong>in</strong><strong>in</strong>g relatively non-competitive. While Malawi and Rwanda<br />

are smaller than Tanzania <strong>in</strong> all respects, dur<strong>in</strong>g 2004 for <strong>in</strong>stance, and with regards to the<br />

volume <strong>of</strong> trade <strong>in</strong> AGOA, Tanzania ranked lowest with only 0.1 percent <strong>of</strong> the total volume<br />

whereas Malawi and Rwanda each had 1.3 percent and Kenya 5.6 percent <strong>of</strong> the total volume<br />

<strong>of</strong> the illustrated countries.<br />

(x) Information barriers: Most <strong>of</strong> the studies po<strong>in</strong>t out asymmetric market <strong>in</strong>formation<br />

as a limit<strong>in</strong>g factor to producers <strong>in</strong> Tanzania and costs <strong>of</strong> acquir<strong>in</strong>g <strong>in</strong>formation on<br />

preferences and quality from overseas for example, are prohibitively high. Participation<br />

<strong>in</strong> trade fairs and send<strong>in</strong>g samples overseas for quality assessment, advertisement and<br />

promotion purposes are unaffordable for most <strong>of</strong> micro f<strong>in</strong>ance <strong><strong>in</strong>stitutions</strong> <strong>in</strong><br />

Tanzania, thus deny<strong>in</strong>g them some bus<strong>in</strong>ess opportunities.<br />

(i) Little economies <strong>of</strong> scale and scope: In Tanzania micro f<strong>in</strong>ance <strong><strong>in</strong>stitutions</strong> are not<br />

operat<strong>in</strong>g <strong>in</strong> consortiums which could give them wider capital base, higher negotiation<br />

power, and shar<strong>in</strong>g experience and skills. In this respect, micro f<strong>in</strong>ance <strong><strong>in</strong>stitutions</strong> <strong>in</strong> the<br />

country are small <strong>in</strong> size and competitively disadvantaged <strong>in</strong> production, market<strong>in</strong>g and<br />

advertis<strong>in</strong>g with<strong>in</strong> the respective sub-sectors.<br />

(ii) Problems associated with supply <strong>of</strong> factors <strong>of</strong> production: Micro f<strong>in</strong>ance <strong><strong>in</strong>stitutions</strong> <strong>in</strong><br />

develop<strong>in</strong>g and Tanzania <strong>in</strong> particular has limited supply <strong>of</strong> factors <strong>of</strong> production or the<br />

factors are available at high prices, markedly, <strong>in</strong> the case where they are imported. Some <strong>of</strong><br />

those factors can not be quickly changed (like supply <strong>of</strong> skilled labor), or can be changed<br />

only <strong>in</strong> the long-term. Reliability <strong>of</strong> <strong>in</strong>puts availability <strong>in</strong> the production process is crucial.<br />

With recurrent electricity voltage fluctuations and frequent blackouts like it happened <strong>in</strong><br />

Tanzania dur<strong>in</strong>g 2006 due to drought, Micro f<strong>in</strong>ance <strong><strong>in</strong>stitutions</strong> cannot be competitive <strong>in</strong><br />

<strong>in</strong>ternational trade. Because <strong>of</strong> diseconomies <strong>of</strong> scale they can hardly facilitate their own<br />

power generation as the majority <strong>of</strong> large firms can do. Similarly, the use <strong>of</strong> <strong>in</strong>tellectual<br />

<strong>in</strong>puts from tertiary education <strong><strong>in</strong>stitutions</strong>, <strong>in</strong> terms <strong>of</strong> human capital and Research and<br />

Development products is not yet effective as it could enhance high productivity <strong>of</strong> micro<br />

f<strong>in</strong>ance <strong><strong>in</strong>stitutions</strong> <strong>in</strong> the country.<br />
