priority to enable these <strong><strong>in</strong>stitutions</strong> operate more efficiently and competitively.<br />

SACCOs and community banks will need assistance <strong>in</strong> acquir<strong>in</strong>g technical and<br />

managerial competence and <strong>in</strong>stitutional capacity build<strong>in</strong>g. However, the ma<strong>in</strong><br />

challenge that these <strong><strong>in</strong>stitutions</strong> will face is that <strong>of</strong> manag<strong>in</strong>g the transition from that<br />

k<strong>in</strong>d <strong>of</strong> dependence towards susta<strong>in</strong>ability.<br />

<strong>The</strong>se <strong><strong>in</strong>stitutions</strong> operate under the co-operative Societies Act, 1991 <strong>in</strong> <strong>of</strong>fer<strong>in</strong>g sav<strong>in</strong>gs and<br />

credit services to members. <strong>The</strong>y are also covered under the Bank<strong>in</strong>g and F<strong>in</strong>ancial <strong><strong>in</strong>stitutions</strong><br />

Act, 1991 as f<strong>in</strong>ancial <strong>in</strong>termediaries but the Bank <strong>of</strong> Tanzania does not supervise them.<br />

<strong>The</strong> Government recognizes the follow<strong>in</strong>g important guidel<strong>in</strong>es for efficient susta<strong>in</strong>able<br />

operations <strong>of</strong> SACCOs:<br />

• As sav<strong>in</strong>gs-based <strong><strong>in</strong>stitutions</strong>, regulation and supervision are necessary once the<br />

<strong><strong>in</strong>stitutions</strong> reach more than a small group <strong>of</strong> members.<br />

• As sav<strong>in</strong>gs –based <strong><strong>in</strong>stitutions</strong>, it is important to ensure that l<strong>in</strong>es <strong>of</strong> credit for loanable<br />

funds to not underm<strong>in</strong>e <strong>in</strong>centives to promote sav<strong>in</strong>gs.<br />

• Pric<strong>in</strong>g policies for SACCOs should promote sav<strong>in</strong>gs and allow sufficient <strong>in</strong>terest rate<br />

spread for the pr<strong>of</strong>itable operations <strong>of</strong> the SACCOs.<br />

• Promotion <strong>of</strong> SACCOs is best separated from their supervision <strong>in</strong> order to ensure that<br />

supervisors apply standards objectively.<br />

• Widen<strong>in</strong>g the scope <strong>of</strong> operation by establish<strong>in</strong>g cooperatives <strong>in</strong> various sectors <strong>of</strong> the<br />

economy-for example energy, transport, communication, <strong>in</strong>surance, water fisheries,<br />

hous<strong>in</strong>g, trade, <strong>in</strong>dustry, f<strong>in</strong>ance and forestry.<br />
