Numerous studies have shown that the provision <strong>of</strong> roads reduces transaction costs <strong>of</strong> <strong>in</strong>puts<br />

and outputs, lead<strong>in</strong>g to an <strong>in</strong>crease <strong>in</strong> agricultural output, crop area and yield. Agricultural<br />

output itself is limited by <strong>in</strong>adequate <strong>of</strong>f-farm, ‘’upstream’’ and down-stream’’ facilities. Better<br />

<strong>in</strong>frastructure can stimulate rural <strong>in</strong>come by lower<strong>in</strong>g the costs <strong>of</strong> trade with the country’s<br />

urban areas and foreign markets.<br />

Infrastructure helps make the more remote rural areas part <strong>of</strong> a broader market, contribut<strong>in</strong>g<br />

to the marketization and pr<strong>of</strong>itability <strong>of</strong> agriculture. It also promotes <strong>in</strong>formation flows<br />

between communities and rural and urban areas, thus l<strong>in</strong>k<strong>in</strong>g farmers to markets for goods,<br />

<strong>in</strong>puts supplies, and agricultural extension services.<br />

Electrification can improve access to <strong>in</strong>formation and networks. Thus, rural <strong>in</strong>frastructure plays<br />

a vital <strong>role</strong> <strong>in</strong> empower<strong>in</strong>g people, connect<strong>in</strong>g isolated communities and provid<strong>in</strong>g rural<br />

people with access to the political and decision-mak<strong>in</strong>g entities.<br />

Partnership <strong>in</strong> promot<strong>in</strong>g and develop<strong>in</strong>g rural f<strong>in</strong>ance<br />

Micro-f<strong>in</strong>ance, thus <strong>of</strong>fers the potential for susta<strong>in</strong>ability and growth. Due to their<br />

demonstrated success <strong>in</strong> provid<strong>in</strong>g benefits to the poor, <strong>in</strong>ternational donors and governments<br />

are more will<strong>in</strong>g to support micro-f<strong>in</strong>ance <strong>in</strong>stitution. Many governments have set up facilities<br />

that channel funds from multilateral agencies to Micro-f<strong>in</strong>ance <strong><strong>in</strong>stitutions</strong>.<br />

Scal<strong>in</strong>g up this successful approach will require partnership between civil society, government<br />

and its <strong><strong>in</strong>stitutions</strong> and donors to provide seed resources for expansion <strong>of</strong> these services.<br />

Scal<strong>in</strong>g up may also require commitment <strong>of</strong> grant resources to help <strong>of</strong>fset the overhead cost<br />

associated with operat<strong>in</strong>g these facilities, as experiences has shown that even <strong>in</strong> these case <strong>of</strong><br />

Grameen Bank, the pioneer <strong>in</strong> this field, the bank rema<strong>in</strong>s constra<strong>in</strong>ed by high expenses per<br />

unit transacted and relies on donors and socially conscious <strong>in</strong>vestors.<br />

Experience has shown that the development <strong>of</strong> rural f<strong>in</strong>ance requires action by several actors<br />

<strong>in</strong> the public, private as well as the civil society sectors. <strong>The</strong> public sector should work with the<br />

micro f<strong>in</strong>ance <strong><strong>in</strong>stitutions</strong> through <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> <strong>in</strong>frastructure, market services and extension <strong>of</strong><br />

the rural areas as a way <strong>of</strong> develop<strong>in</strong>g the agricultural sector.<br />
