Any situation that is observed that affects the security integrity of thedesignated area, or the materials stored therein, will be reported immediately to theJFO Security <strong>Office</strong>r.6.0 TransmittalClassified information shall be transmitted <strong>and</strong> received in a manner that ensures tampering canbe detected, inadvertent access is precluded, <strong>and</strong> timely delivery to the intended recipient isassured. Persons transmitting classified information are responsible for ensuring that intendedrecipients are authorized to receive the information, aware of the transmission, <strong>and</strong> have thecapability to properly safeguard it. Under no circumstances will classified information betransmitted by any means other than the approved methods described in this SOP.6.1. Methods of Transmission or Transportation6.1.1.TOP SECRET information shall be transmitted by:6.1.1.1. Direct contact between appropriately cleared persons.6.1.1.2. Secure telephone unit or equipment (STU III/STE) or Secure Fax keyed tothe TOP SECRET level.6.1.1.3. Defense Courier Service (DCS) or other authorized Government agencycourier service.6.1.1.4. Department of State Courier System (also known as a diplomatic pouch).6.1.1.5. Electronic means over NSA-approved cryptographic communicationssystem(s).6.1.1.6. Under no circumstances will TOP SECRET information be transmitted viathe U.S. Postal Service or any other uncleared commercial delivery service.6.1.2.SECRET <strong>and</strong> CONFIDENTIAL information shall be transmitted by any of the followingmeans:6.1.2.1. Any of the methods approved for transmitting TOP SECRET.6.1.2.2. U.S. Postal Service Registered Mail.6.1.2.3. U.S. Postal Service Express Mail. When using U.S. Postal ServiceExpress Mail, the Waiver of Signature <strong>and</strong> Indemnity block (Item 11-B) on the U.S.Postal Service Express Mail Label shall not be executed.
