Commercial carriers or cleared commercial messenger services cleared forsuch purpose under the National Industrial Security Program Operating Manual(NISPOM).6.2. Preparation of Material for Transmission6.2.1. Envelopes or Containers6.2.1.1. All classified information physically transmitted outside Governmentfacilities shall be enclosed in two layers, both of which conceal the contents, preventinadvertent opening, <strong>and</strong> would provide reasonable evidence of tampering. Whenenvelopes are used, they shall be sealed with reinforced tape.6.2.1.2. The inner enclosure shall clearly identify the name of the intendedrecipient, the address of both the sender <strong>and</strong> the recipient, the highest classificationlevel of the contents, <strong>and</strong> any appropriate warning notices.6.2.1.3. The outer enclosure shall clearly identify the office of the recipient <strong>and</strong> theaddress of both the sender <strong>and</strong> the recipient. There will be no markings on theoutside envelope to indicate that the contents are classified. Intended recipients shallbe identified by name only on the inner envelope. The following exceptions apply:• If the classified information is an internal component of a packable item ofequipment, the outside shell or body may be considered as the inner enclosureprovided it does not reveal classified information;• If the classified information is an inaccessible internal component of a bulkyitem of equipment, the outside or body of the item may be considered to be asufficient enclosure provided observation of it does not reveal classifiedinformation;• If the classified information is an item of equipment that is not reasonablypackable <strong>and</strong> the shell or body is classified, it shall be concealed with an opaqueenclosure that will hide all classified features;6.2.1.4. Specialized shipping containers, including closed cargo transporters ordiplomatic pouch, may be considered the outer enclosure when used; <strong>and</strong>6.2.1.5. When classified information is h<strong>and</strong>-carried outside a facility, a lockedbriefcase or similar locking container may serve as the outer enclosure.6.2.2. IT EquipmentThe classified hardware, which will normally be laptop computers <strong>and</strong>/or removable harddrives, must be transported using a locking briefcase or similar lockable container.
