The JFO Network Manager (NETM) is assigned to theCommunications Logistics Team field office communications function. The NETMprovides network communications and IT services for all incident facilities (e.g., JFOs,DRCs, staging areas, camps).Reports to:• JFO Information Systems ManagerWorks with:• DHS/FEMA Information Technology Services Directorate, EnterpriseOperations, Disaster Operations Section• Local Telephone Company/IT ProviderTelecommunications Manager. The Telecommunications Manager (TELM) providestelecommunications services for the JFO and JFO-related facilities. TELMresponsibilities include the establishment of a supply of JFO-use cellular telephones andcoordinating frequency management services with the Mount Weather EmergencyAssistance Center (MWEAC). During a Type I incident, the TELM coordinates JFOinternalfrequency management activities with the Communications Logistics PlanningManager/Spectrum Manager.3.2 RelationshipsReports to:• JFO Information Systems ManagerWorks with:• DHS/FEMA Information Technology Services Directorate, EnterpriseOperations, Disaster Operations Section• Local Telephone Company3.2.1 To Federal, State, Tribal, and Local Officials. The JFO Communications Unitis entirely logistical in nature. Appropriate interface regarding communicationsassistance must be coordinated through the FECC in the JFO Operations Section. WhereFederal, State, Tribal, and/or local authorities merge their operations into the Joint FieldOffice, communications logistics will be handled in the JFO Communications Unit in anintegrated/unified approach, with appropriate Deputy COMLs from each major entityassigned based on the exigencies of the incident.204Version 8.3Interim Approval April 28, 2006
Interagency Integrated SOPUNCLASSIFIED3.2.2 To ESF #2 – CommunicationsThe Communications Unit is supported by ESF #2 when activated. The CommunicationsUnit and ESF #2 combine to form the communications coordination function within theJFO area of operations (as defined by the JFO Coordination Group and the FECC). Inaddition to communications logistics, the COML is responsible for all internalcommunications activities.4.0 Concept of Operations4.1 Initiation and ActivationThe process for activating the JFO Communications Unit is described in Annex C to thisSOP. Prior to the activation of the JFO there are two interim phases: Pre-Incident andIncident. Pre-Incident logistical activities are performed by the RRCC Communications Unitand managed by the RRCC COML. Incident logistical activities are performed by the IOFCommunications Unit and managed by the IOF COML. Once the JFO is established, theRRCC and IOF Communications Units will transfer control to the JFO Communications Unitto manage the Incident and Deactivation logistical activities. After transfer of control, theRRCC and IOF Communications Units may deactivate.
