Interagency Integrated SOPUNCLASSIFIED5.1.2.TSWAs should be covered by an alarm system. No special construction is required otherthan to meet sound attenuation requirements as set forth in Annex E of DCID 6/9, whenapplicable. If such a facility must also be used for the discussion of SCI, a TechnicalSurveillance Countermeasures (TSCM) evaluation may be required at the discretion ofthe CSA, as conditions warrant.5.1.3.When not in use at the SCI level, the TSWA will be:• Secured with a keylock or a combination lock approved by the CSA.• Access will be limited to personnel possessing a U.S. Secret clearance.• If such a facility is not alarmed or properly protected during periods of non-use, aTSCM inspection may be conducted prior to use for discussion at the SCI level.5.2. Tactical FacilitiesThe DHS Chief Security <strong>Office</strong>r may establish <strong>and</strong> grant temporary accreditation for tacticalSCIFs, not to exceed 180 calendar days in one location. The DHS Chief Security <strong>Office</strong>r isresponsible for a temporary field or tactical SCIF used in support of a JFO. Annex C toDCID 6/9 contains detailed policy, procedure, <strong>and</strong> physical security requirements for tacticalSCIFs.5.3. Declared Hostilities, General War, National EmergenciesDuring a period of declared hostilities, general war, or national emergency, a SCIF at anylevel of accreditation may be established by the JFO Security <strong>Office</strong>r upon the verbal orderof the DHS Chief Security <strong>Office</strong>r or designee (General <strong>Office</strong>r/Flag <strong>Office</strong>r civilianequivalent level). Reconciliation of SCIF activation <strong>and</strong> operational data will be made notmore than 180 days after SCIF activation. Interim reporting of SCIF activation may be madeto Department of Homel<strong>and</strong> Security <strong>Office</strong> of Security where operationally feasible.5.4. Semi-Permanent SCIFsThe DHS Chief Security <strong>Office</strong>r is the sole accrediting authority for nontactical Departmentof Homel<strong>and</strong> Security Semi-Permanent SCIFs (SPSCIFs). Requirements for TEMPEST <strong>and</strong>IT accreditation apply. Deployed SPSCIFs are considered tactical SCIFs <strong>and</strong> are under theauthority of the Chief Security <strong>Office</strong>r.6.0 SCI Computer SystemsSCI can be processed only on a computer, or network of computers, that has been specificallycertified <strong>and</strong> accredited for that level of classified information.6.1.Telecommunications <strong>and</strong> automated information systems (TAIS) used to process, store, orh<strong>and</strong>le SCI will be operated so that the information is protected against unauthorizeddisclosure, modification, access, use, destruction, or delay in service.126Version 8.3Interim Approval April 28, 2006
