Interagency Integrated SOPUNCLASSIFIED15.1.2. Issuing Courier Letters to Non-assigned PersonnelLocal SCI security officials may issue courier letters of authorization to non-assignedpersonnel to h<strong>and</strong>-carry SCI under the following conditions:15.1.2.1. The local SCI security official verifies the individual has the appropriateclearance <strong>and</strong> access level.15.1.2.2. The parent or supporting SCI security office confirms the requirement forthe individual to courier the material. The confirmation may be by telephone.15.1.2.3. The local SCI security official packages the material <strong>and</strong> prepares theproper receipts <strong>and</strong> inventory list.15.1.3.Materials carried within a building should be in a sealed opaque envelope that is properlyaddressed.15.1.4.SCI shall be enclosed for shipment in two opaque envelopes or be otherwise suitablydouble-wrapped using approved containers.15.1.5.Outer containers shall be secured by an approved means that reasonably protects againstsurreptitious access. The inner <strong>and</strong> outer containers shall be annotated to show thepackage number <strong>and</strong> addresses of the sending <strong>and</strong> receiving SCIF. The notation “TO BEOPENED BY THE (appropriate SCI Special Security <strong>Office</strong>r)” shall be placed above thepouch address of the receiving SCIF on the inner container. The inner wrapper shallcontain the document receipt <strong>and</strong> name of the person or activity for which the material isintended. The applicable security classification <strong>and</strong> the legend “CONTAINSSENSITIVE COMPARTMENTED INFORMATION” shall appear on each side of theinner wrapper only.15.1.6.Materials transported between buildings will be double-wrapped in the same mannerrequired for National Security Information.15.1.7.SCI materials may be electronically transferred between appropriately accreditedmachines (facsimile, computers, secure voice, secure e-mail, or any other means oftelecommunication ensuring that such transmissions are made only to authorizedrecipients). It is essential to ensure that appropriate secure devices are used for any typetransfer of SCI material.135Version 8.3Interim Approval April 28, 2006
