Interagency Integrated SOPUNCLASSIFIED2.3 Communications Logistics Planning ManagerThe Communications Logistics Planning Manager is responsible for the communicationsresources management process. To fulfill this responsibility, Communications Planning hastwo functions: resource ordering, <strong>and</strong> spectrum management. The resource ordering functioninvolves ordering of communications resources (see Tab 3 to this Annex) to meet identifiedrequirements. The spectrum management function involves new-requirement relatedfrequency management, processing requests for frequency assignments, <strong>and</strong> frequency deconflictionin coordination with the ESF #2 Frequency Manager. Specific responsibilitiesinclude monitoring <strong>and</strong> tracking current <strong>and</strong> anticipated communications procurementrequirements <strong>and</strong> actions, as well as expenditures. The Communications Logistics PlanningManager is also responsible for coordinating communications financial management <strong>and</strong>procurement activities with the JFO Finance/Administration Section.2.4 Communications Resource Receiving <strong>and</strong> Distribution ManagerThe Communications Resource Receiving <strong>and</strong> Distribution Manager is responsible fortracking ordered resources once a source has been identified through delivery to the locationspecified by the Communications Requirements Manager, <strong>and</strong> for managing the transfer of<strong>Federal</strong> assets to Incident Comm<strong>and</strong> / Unified Comm<strong>and</strong> control.2.5 JFO Communications Center ManagerThe JFO Communications Center Manager is responsible for receiving <strong>and</strong> transmittingradio, telephone, <strong>and</strong> other urgent messages among <strong>and</strong> between JFO personnel <strong>and</strong> toprovide dispatch services (in support of the JFO <strong>Operations</strong> Section). This includes theestablishment of a JFO Message Center location <strong>and</strong> the maintenance of resource StatusChange Cards (ICS Form 210).2.6 JFO Information Technology Systems ManagerThe JFO Information Systems Manager conducts IT assessments at potential JFO facilities,including any Interim Operating Facility (IOF). The JFO Information Systems Managerestablishes <strong>and</strong> maintains the communications <strong>and</strong> information technology infrastructure forthe JFO facilities including the JFO net. These functions are accomplished by JFOInformation Technology Specialists.3.0 Roles <strong>and</strong> Responsibilities3.1 Communications Unit OrganizationCommunications Unit Leader (COML). The COML is responsible for developing plansfor effectively filling communications resource requests; identifying communications needsfor all JFO-related facilities (e.g., JFO, Disaster Recovery Centers (DRCs), staging areas,logistics camps); developing plans for the effective use of JFO-internal communicationsresources; installing <strong>and</strong> testing JFO communications equipment; establishing <strong>and</strong> operatingthe JFOCC <strong>and</strong> message center; acquiring communications equipment, supplies, or services;distributing communications equipment to Incident Comm<strong>and</strong>s/Unified Comm<strong>and</strong>s; <strong>and</strong>maintaining <strong>and</strong> repairing JFO communications equipment.
