Interagency Integrated SOPUNCLASSIFIEDincidents of the previous 24 hours, focusing on events of major significance, items thatmay solicit media attention, <strong>and</strong> items of unique interest to DHS. The production of thisreport is overseen by the Secretary’s Briefing Team, but it is the responsibility of theNOC Senior Watch <strong>Office</strong>r <strong>and</strong> Senior Intelligence Analyst to ensure that all items thatshould be brought to the Secretary’s attention have been passed to the production team,that the content of the report is accurate, <strong>and</strong> that the report is provided on time to meetthe Secretary’s schedule. A copy of the SMB is distributed to the White HouseHomel<strong>and</strong> Security Council Staff <strong>and</strong> to the Director of Central Intelligence. The SMBcontains information at the highest levels of classification.5.2 JFO Input to the Homel<strong>and</strong> Security <strong>Operations</strong> Morning Brief(HSOMB)The HSOMB is prepared for the Secretary of Homel<strong>and</strong> Security <strong>and</strong> summarizes reportsof suspicious activities received from DHS components, <strong>Federal</strong>, State, <strong>and</strong> local lawenforcement agencies, <strong>and</strong> the private sector, during the previous 24 hours. Theinformation provided has not been vetted or analyzed. Material in the HSOMB consistsof data that have been subjected to that day’s review process to determine whether any ofthese activities poses a threat to the United States. Those activities that are suspicious ormay pose a potential threat are passed to the <strong>Office</strong> of Intelligence <strong>and</strong> Analysis (IA) <strong>and</strong>appropriate intelligence <strong>and</strong> law enforcement agencies for further analysis <strong>and</strong> action.5.3 ReportingReports fall into three basic categories: SITREPs, Homel<strong>and</strong> Security IntelligenceReports (HSIR), <strong>and</strong> SPOTREPs. SITREPs can be used in any type of reporting format<strong>and</strong> usually list pertinent information covering specific periods of time. Intelligencereports are usually in two formats: those without access restrictions, HSIR, <strong>and</strong> ones withrestricted access, HSIR-R. SPOTREPs are reports issued as incidents of suchsignificance occur that immediate notification to the NOC is warranted. Information inSPOTREPs is incorporated into SITREPs for the relevant time period. Reporting formatsare included in Annex D.6.0 Secure Video Teleconferences (SVTCs)Twice daily (<strong>and</strong> on an as-needed basis dictated by a particular situation), a Secure VideoTeleconference is held with the White House, members of the Intelligence Community, <strong>and</strong> key<strong>Federal</strong> law enforcement <strong>and</strong> response agencies. The purpose of the SVTC is to shareinformation with the entire community <strong>and</strong> afford the opportunity for real-time reaction <strong>and</strong>response. SVTCs are normally held at 0900 <strong>and</strong> 1500 Monday through Friday. The morningconference is restricted to a limited number of agencies, <strong>and</strong> will normally include the PFO. TheNOC has a seat in the DHS SVTC group. In addition to the sharing of information, this sessionis designed to focus on cooperative efforts between the participating organizations. A weekendSVTC is frequently held at 1000 on Saturday. The schedule for weekend sessions is establishedat the Friday 1500 session. Afternoon <strong>and</strong> Saturday morning sessions also focus on informationsharing, but encompass a larger viewing audience. The Senior Watch <strong>Office</strong>r is responsible forattending these meetings.76Version 8.3Interim Approval April 28, 2006
