Interagency Integrated SOPUNCLASSIFIEDAnnex G: Principal Federal Official1.0 Alert and Designation1.1 Pre-DesignationIn certain scenarios, a PFO may be pre-designated by the Secretary of Homeland Security tofacilitate Federal domestic incident planning and coordination at the local level outside thecontext of a specific threat or incident. A PFO may also be designated in a pre-incidentmode for a specific geographic area based on threat and other considerations. See Tab 1 tothis Annex for the Warning Order used in these situations.1.2 DesignationThe Secretary of Homeland Security may, at his or her discretion, designate a PFO for anIncident of National Significance or other incident requiring a coordinated Federal response,to include a cadre of pre-identified individuals around the United States trained to performthe PFO function; the Secretary may select from among this cadre at his or her discretion.See section 4.3.1 of this SOP for a discussion of the Initiation Process.• The Secretary may designate an interim PFO for the incident until a primary designatedPFO is in place. This interim PFO will perform all of the PFO’s functions untilrelieved by the designated PFO.• Upon designation, the Secretary will direct the NOC to notify all internal DHS watchcenters and other Federal operations centers, as well as appropriate State, tribal, local,regional, and nongovernmental EOCs and relevant elements of the private sector. TheDHS Office of Public Affairs will normally prepare a press release and/or pressconference.• Internal DHS watch centers will initiate appropriate notifications. The NOC-NRCCwill notify NRP agencies and activate NRP teams and facilities.• The FBI SIOC will have responsibility for all FBI notifications regarding the PFOdesignation.• In the event that the DEST deploys, the PFO may accompany the DEST to the incidentsite. See Tab 9 to this Annex.In the event of a single incident with national implications or in the case of multipleincidents, a national-level PFO may be designated to provide overall coordination of Federalincident management activities.
