The DHS <strong>Office</strong> of Security will provide assistance, as necessary, duringthis process in accordance with DCID 6/9.4.1.2.The DHS <strong>Office</strong> of Security shall ensure the SCIF is constructed in accordance with thesecurity specification provided in DCID 6/9. Upon completion of construction, the<strong>Office</strong> of Security will ensure an inspection is conducted with qualified personnel toensure it meets DCID 6/9 st<strong>and</strong>ards.4.1.3.The DHS <strong>Office</strong> of Security Chief will ensure Technical Surveillance Countermeasures(TSCM) inspections <strong>and</strong> TEMPEST inspections are conducted in accredited SCIFs, asnecessary. The JFO Security <strong>Office</strong>r will coordinate requirements <strong>and</strong> considermitigation strategies as necessary.4.1.4.The Central Intelligence Agency (CIA) or its designee will conduct a final inspection ofthe SCIF, <strong>and</strong> review <strong>and</strong> approve the required SCIF documentation <strong>and</strong> procedures.SCIF accreditation documentation will be approved by the Central Intelligence Agencyor its designee.4.1.5.The JFO Security <strong>Office</strong>r shall obtain the approval of the CIA or its designee for anysignificant change affecting the integrity of any CIA-accredited SCIF, prior to anychange in the SCIF construction or operating procedures. These may include, but are notlimited to, changes in perimeter, alarms, or anything that might introduce a vulnerabilityto the facility.5.0 Operational ContingenciesWith prior DHS Senior Official of the Intelligence Community (SOIC) coordination, the DHSChief Security <strong>Office</strong>r may approve temporary SCI accreditation not to exceed 180 days. TheDHS <strong>Office</strong> of Security will assign a SCIF identification number <strong>and</strong> the DHS Chief Security<strong>Office</strong>r retains authority to cancel, extend, or modify any such accreditation.5.1. Temporary Secure Working AreasA temporary secure working area (TSWA) is a temporarily accredited SCI facility that isused no more than 40 hours monthly for h<strong>and</strong>ling, discussing, <strong>and</strong>/or processing SCI, butwhere SCI should not be stored. The “40 hours” is based on an average use of the TSWAover a 12-month period.5.1.1.During the entire period the TSWA is in use, the entrance will be controlled <strong>and</strong> accesslimited to persons having clearance for which the area has been approved. Approval forusing such areas must be obtained from the Cognizant Security Authority (CSA) (theDHS Chief Security <strong>Office</strong>r) setting forth room number(s), building, location, purpose,<strong>and</strong> specific security measures employed during usage as well as during other periods.125Version 8.3Interim Approval April 28, 2006
