Interagency Integrated SOPUNCLASSIFIED• Upon Secretarial designation of a PFO, serving as the overall coordinator inconjunction with ESF #5 for the PFO’s initial transportation <strong>and</strong> communicationpackage;• In consultation with the designated PFO, determining the composition of a PFOsupport staff, notifying the supporting DHS component, <strong>and</strong> assisting with thedeployment of that component’s PFO support staff designee;• Notifying the NOC-NRCC of resource requirements;• Deploying with the PFO support staff to serve as <strong>Operations</strong> <strong>Office</strong>r <strong>and</strong> CPSDrepresentative; <strong>and</strong>• Providing program support <strong>and</strong> policy guidance for the PFO/PFO support staff.3.3.2 To the <strong>Office</strong> of <strong>Operations</strong> Incident Management DivisionThe IMD will serve as the conduit for contingency communications from the Secretary orDHS Headquarters to the designated PFO <strong>and</strong> PFO support staff. During an Incident ofNational Significance or other incident requiring a coordinated <strong>Federal</strong> response, theIMD will be responsible for:• Providing the PFO <strong>and</strong> PFO support staff with incident specific information <strong>and</strong>guidance from the Secretary or White House;• Establishing contact with the PFO on behalf of the Secretary, to include solicitinginformation from the PFO support staff; <strong>and</strong>• Serving as the link between the NOC/IAC <strong>and</strong> the PFO.3.3.4 To the National <strong>Operations</strong> Center <strong>and</strong> National Response CoordinationCenterThe NOC is the primary national hub for domestic incident management, operationalcoordination, <strong>and</strong> situational awareness. The PFO will establish incident reportingrequirements in concert with the NOC to ensure appropriate information is available tothe Secretary <strong>and</strong> the IAC. For additional information on NOC activities, see the NOCSOP (published separately).The NOC-NRCC is a multiagency center that provides overall <strong>Federal</strong> responsecoordination for domestic incidents <strong>and</strong> emergency management programimplementation. The NOC-NRCC is a functional component of the NOC in support ofincident management operations. For additional information on NOC-NRCC activities,see the NOC-NRCC SOP (published separately).3.3.5 To the JFO Coordination Group[RESERVED]3.3.6 To the <strong>Federal</strong> Coordinating <strong>Office</strong>r/<strong>Federal</strong> Resource CoordinatorThe JFO Coordination Group includes SFOs representing <strong>Federal</strong> departments oragencies with primary statutory responsibility for certain aspects of incidentmanagement. As one of these SFOs, the FCO manages <strong>and</strong> coordinates <strong>Federal</strong> resourcesupport activities related to Stafford Act disasters <strong>and</strong> emergencies. The FCO’s primarystatutory authority is to coordinate the delivery of <strong>Federal</strong> disaster <strong>and</strong> emergencyassistance to States, local governments, tribal nations, individuals, <strong>and</strong> qualified private162Version 8.3Interim Approval April 28, 2006
