Interagency Integrated SOPUNCLASSIFIED3.2.2 To ESF #2 – CommunicationsThe Communications Unit is supported by ESF #2 when activated. The CommunicationsUnit <strong>and</strong> ESF #2 combine to form the communications coordination function within theJFO area of operations (as defined by the JFO Coordination Group <strong>and</strong> the FECC). Inaddition to communications logistics, the COML is responsible for all internalcommunications activities.4.0 Concept of <strong>Operations</strong>4.1 Initiation <strong>and</strong> <strong>Activation</strong>The process for activating the JFO Communications Unit is described in Annex C to thisSOP. Prior to the activation of the JFO there are two interim phases: Pre-Incident <strong>and</strong>Incident. Pre-Incident logistical activities are performed by the RRCC Communications Unit<strong>and</strong> managed by the RRCC COML. Incident logistical activities are performed by the IOFCommunications Unit <strong>and</strong> managed by the IOF COML. Once the JFO is established, theRRCC <strong>and</strong> IOF Communications Units will transfer control to the JFO Communications Unitto manage the Incident <strong>and</strong> Deactivation logistical activities. After transfer of control, theRRCC <strong>and</strong> IOF Communications Units may deactivate.
