Interagency Integrated SOPUNCLASSIFIED3.2.2 To ESF #2 – CommunicationsThe Communications Unit is supported by ESF #2 when activated. The CommunicationsUnit and ESF #2 combine to form the communications coordination function within theJFO area of operations (as defined by the JFO Coordination Group and the FECC). Inaddition to communications logistics, the COML is responsible for all internalcommunications activities.4.0 Concept of Operations4.1 Initiation and ActivationThe process for activating the JFO Communications Unit is described in Annex C to thisSOP. Prior to the activation of the JFO there are two interim phases: Pre-Incident andIncident. Pre-Incident logistical activities are performed by the RRCC Communications Unitand managed by the RRCC COML. Incident logistical activities are performed by the IOFCommunications Unit and managed by the IOF COML. Once the JFO is established, theRRCC and IOF Communications Units will transfer control to the JFO Communications Unitto manage the Incident and Deactivation logistical activities. After transfer of control, theRRCC and IOF Communications Units may deactivate.
