Interagency Integrated SOPUNCLASSIFIED14.1.SCI security officials responsible for SCIFs will maintain manual or electronic records ofexternal receipt <strong>and</strong> dispatch sufficient to investigate loss or compromises of all SCIdocuments during transmittal. Users of SCI should use administrative/correspondencecontrol numbers for ease in tracking <strong>and</strong> identifying documents.14.2. Non-accountable SCINon-accountable SCI is SCI material that does not required document accountability (i.e.,document accountability numbers, copy numbers, annual inventory, <strong>and</strong> Certificates ofDestruction). SI/TK/G <strong>and</strong> Secret BYE material has been designated as non-accountableSCI. Non-accountable SCI must be controlled for need-to-know <strong>and</strong> transmission purposes.14.3. Accountable SCIAccountable SCI is SCI determined by the DCI or designated program Executive Agent to beof such critical sensitivity as to require the most stringent protection methods, includingtraceability <strong>and</strong> audit. Top Secret BYE has been designated as accountable SCI. An annualreport of accountable authorizations, volume, <strong>and</strong> cost may be required at the request of theDCI.14.4. Accountability RecordsAccountability records are not required for non-accountable SCI. Raw intelligence (collectedintelligence information that has not yet been converted into finished Intelligence) isconsidered non-accountable SCI.14.5. Incoming Accountable SCIA record will be kept of accountable SCI documents received by a SCIF. Records willidentify the material by document accountability number (DAN) <strong>and</strong> copy number,originator, a brief description of the material, <strong>and</strong> the identity of the office(s) within the SCIFreceiving the material. Keeping copies of receipts or maintaining other records that providerequired identifying data will satisfy this requirement. For electronically received recordtraffic, retention of st<strong>and</strong>ard telecommunications center records will fulfill this requirement.No further records or administrative controls (e.g., internal receipting among activities in thesame SCIF <strong>and</strong> access records) are required while SCI documents are maintained in oraccountable to a receiving SCIF.14.6. Outgoing Accountable SCIA receipt, manual, electronic, or equivalent record, is required for accountable SCIdispatched from the SCIF. Receipts will identify the material by DAN, copy number, <strong>and</strong>originator; contain a brief description of the material; <strong>and</strong> identify the recipient. ForConfidential SI-related material, the required Defense Courier Service (DCS) pouch orpackage receipt or by other appropriate dissemination records kept by the sender may fulfillthis requirement.
