Interagency Integrated SOPUNCLASSIFIEDDHS/FEMA Mobile Emergency Response Support Coordinator. The DHS/FEMAMERS Coordinator assigned to the Resource Receiving and Distribution Team managesand directs DHS/FEMA MERS resources to support the incident communicationsrequirements as directed by the COML, and provides MERS status to ESF #2.Reports to:• Communications Resource Receiving and Distribution ManagerWorks with:• ESF #2 Resources Coordinator• JFO Operations SectionJFO Communications Center (JFOCC) Manager. The JFO CommunicationsCenter Manager manages the help desk, phone directory, switchboard/messagecenter, receptionist desk, and mailroom. The ICMG also provides copying andprinting services.Reports to:• COMLWorks with:• DHS/FEMA Information Technology Services Directorate, EnterpriseOperations, Disaster Operations Section• JFO Finance/Administration SectionJFO Dispatcher. The JFO Dispatcher is assigned to the JFO CommunicationsCenter. The Dispatcher is responsible for receiving and transmitting radio andtelephone messages among and between personnel and to provide dispatch services atthe JFO operations Center.Reports to:• JFOCC ManagerWorks with:• JFO Operations Section• JFO PersonnelHelp Desk Operator. The Help Desk Operator is assigned to the JFOCommunications Center. The Help Desk Operator receives and refers customerrequests for IT assistance to the appropriate Logistics Section element in addition tologging and tracking dispositions of resulting actions. The Help Desk Operatorserves as the “one-stop” contact for anyone in the JFO that needs IT assistance. The Mail Room Specialist (MRSP) is assigned to the JFOCommunications Center. The MRSP manages the receiving, handling, anddistribution of incoming mail and provides printing and copying services.Reports to:• JFOCC ManagerWorks with:• JFO Personnel• United States Postal Service• Commercial delivery services and couriersJFO Information Systems Manager. The JFO Information Systems Manager conducts ITassessments at potential JFO facilities, including any Interim Operating Facility (IOF). TheJFO Information Systems Manager establishes and maintains the communications andinformation technology infrastructure for the JFO facilities including the JFOnet.
