Interagency Integrated SOPUNCLASSIFIEDTab 3 to Annex F: SOP for <strong>Emergency</strong> Disclosure of NSCI1.0 PurposeThis St<strong>and</strong>ard Operating Procedure (SOP) provides guidance on the security measures that willbe implemented <strong>and</strong> adhered to for the disclosure of classified information to an individual orindividuals who are otherwise not eligible for access.2.0 ApplicabilityThis SOP applies to all personnel working in or around the <strong>Joint</strong> <strong>Field</strong> <strong>Office</strong> (JFO).3.0 <strong>Emergency</strong> SituationsIn an emergency, <strong>and</strong> when necessary to respond to an imminent threat to life or in defense ofthe homel<strong>and</strong>, the Department Leadership Team may authorize the disclosure of classifiedinformation to an individual or individuals who are otherwise not eligible for access. Underthese conditions, the approving official shall:3.1.Limit the amount of classified information disclosed <strong>and</strong> the number of individuals to whomit is disclosed to the absolute minimum necessary to achieve the intended purpose;3.2.Transmit the classified information via approved <strong>Federal</strong> Government channels by the mostsecure <strong>and</strong> expeditious method possible, or by other means deemed necessary when time isof the essence;3.3.Provide instructions about what specific information is classified <strong>and</strong> how it should besafeguarded. Physical custody of classified information must remain with an authorized<strong>Federal</strong> Government entity, in all but the most extraordinary <strong>and</strong> unique of circumstances;3.4.Provide appropriate briefings to the recipients on their responsibilities not to disclose theinformation <strong>and</strong> obtain a signed nondisclosure agreement. In emergency situations requiringimmediate verbal release of information, the signed nondisclosure agreement memorializingthe briefing may be received after the emergency abates;122Version 8.3Interim Approval April 28, 2006
