Interagency Integrated SOPUNCLASSIFIEDTab 4 to Annex F: SOP for SCI/SCIF Operation1.0 PurposeThis St<strong>and</strong>ard Operating Procedure (SOP) provides guidance on the security measures that willbe implemented <strong>and</strong> adhered to for the protection, use, <strong>and</strong> dissemination of SensitiveCompartmented Information (SCI).2.0 ApplicabilityThis SOP applies to all personnel working in or around a <strong>Joint</strong> <strong>Field</strong> <strong>Office</strong> (JFO) SensitiveCompartmented Information Facility (SCIF) accredited by the Department of Homel<strong>and</strong>Security. All persons authorized unescorted access to the JFO will read <strong>and</strong> be familiar with therequirements of this SOP.3.0 Basic SCI ControlsGuidance concerning the control of SCI is contained in Director of Central Intelligence Directive(DCID) 6/1, “Security Policy for Sensitive Compartmented Information <strong>and</strong> Security PolicyManual.” The following applies to the JFO SCIF:3.1.SCI material will only be disseminated on a need-to-know basis to individuals who hold theproper clearance level <strong>and</strong> access approval for the information. If the specific accesses of anindividual are not known, the JFO Security <strong>Office</strong>r must verify the accesses prior to sharinginformation with that individual.3.2.SCI material may only be discussed, used, h<strong>and</strong>led, electronically processed, or stored withinan accredited Sensitive Compartmented Information Facility (SCIF).4.0 Establishing a New Sensitive Compartmented FacilityThe JFO shall request the establishment of a SCIF only when there are clear operationalrequirements <strong>and</strong> when existing SCIFs are not adequate to support the requirements. The JFOshall make use of existing SCIFs or consolidated SCIFs whenever possible.4.1.Physical security st<strong>and</strong>ards for the construction <strong>and</strong> protection of such facilities areprescribed in the current DCID 6/9, Physical Security St<strong>and</strong>ards for SensitiveCompartmented Information. Procedures for establishing SCIFs are as follows:4.1.1.The requirements justifying a new SCIF shall be documented <strong>and</strong> maintained withaccreditation records. When it is determined that a SCIF is necessary for the JFO, theJFO Security <strong>Office</strong>r will contact the DHS <strong>Office</strong> of Security <strong>and</strong> provide a Concept of<strong>Operations</strong> (CONOPS) document detailing the requirements for the SCIF establishment<strong>and</strong> a pre-construction, DCID 6/9, Fixed Facility Checklist, completed to the maximum124Version 8.3Interim Approval April 28, 2006
