Interagency Integrated SOPUNCLASSIFIED• Supports the Federal Emergency Communications Coordinator (FECC) within the JFOOperations Section. As outlined in the NRP ESF #2 – Communications Annex, the FECC isthe single point of contact in the incident area to coordinate the Federal telecommunicationsrequirements and industry’s response.• Is responsible to the JFO Coordination Group for effective communications logisticsplanning;• Coordinates (through ESF #2 and ESF #7) with Federal communications logistics partners asthe JFO Logistics Section locates and stands-up mobilization centers;• Coordinates (through ESF #1 and ESF #2) interagency transport of communicationsresources to identified mobilization centers;• Provides communications logistics resource tracking for deployed assets in coordination withthe FECC;• Assists the FECC in determining cost-effective and timely means to meet communicationsrequirements;• Manages the transfer of Federal communications assets to State or IncidentCommand/Unified Command control at the Incident Command Post, Incident Logistics Base,Incident Operations Section staging area, state staging area or distribution point, or directlywhere the resource is needed (on scene) in coordination with the FECC.• In support of the FECC within the JFO Operations Section and the JFO Planning SectionSituation Unit, develops the ICS-205-JFO (Information Sharing Procedure) for the JFOCoordination Plan;• Operates the JFO Communications Center (JFOCC);• Develops the JFO-internal communications plan (when one is required; and• Resides within the Services Branch, Logistics Section.2.1 Communications Unit Staffing and OrganizationIn large scale incidents, the JFO Communications Unit may be organized into five teams inorder to maintain an effective span of control: the Communications Requirements Team, theCommunications Logistics Planning Team, the Communications Resource Receiving andDistribution Team, the JFO Communications Center (JFOCC) Team, and the JFOInformation Technology Team. The modular JFO Communications Unit organizationstructure is depicted in Figure 1.Based on ICS principles, the Communications Unit organization is flexible and modular andcan be adapted based on the size and complexity of the incident and the specific hazardscreated by the incident. Notional JFO Communications Unit OrganizationAt the JFO, the FECC is supported and assisted by the Emergency Communications Staff,comprised of DHS/FEMA communications logistics staff, DHS/IP/NCS staff, ESF #2interagency staff, and telecommunications industry employees. The FECC will, at therequest of the JFO Coordination Group, assign Emergency Communications Staff to both theJFO Operations Section and the JFO Logistics Section, and may (as the situation warrants)assign staff to the JFO Planning Section. For incidents where ESF #2 has not been activated,the JFO Coordination Group may elect to use the existing DHS/FEMA resources to providecommunications support at the JFO.2.2 Communications Requirements ManagerWhen communications are needed to support PFO/FCO/JFO or other FEMA field activitiescommunications, the requirement passes to the Communications Requirements Manager,who logs and tracks individual requirements throughout the logistics lifecycle. To fill therequirement, the Communications Requirements Manager uses the DHS/FEMATelecommunications Information Management and Asset Control System (TIMACS),described at Tab 3. The Communications Requirements Manager determines if resources areavailable within FEMA or DHS assets.As outlined in the NRP ESF #2 Annex, the FECC is the single Federal point of contact in theincident area to coordinate the Federal telecommunications requirements and industry’sresponse. Within the JFO Operations Section, the FECC coordinates with the Statetelecommunications officer to endure Federal communications requirements do not conflictwith State needs. The FECC prioritizes conflicting requests from the State and FederalAgencies, and recommends solutions to the JFO Coordination Group.197Version 8.3Interim Approval April 28, 2006
