Notional JFO Communications Unit OrganizationAt the JFO, the FECC is supported <strong>and</strong> assisted by the <strong>Emergency</strong> Communications Staff,comprised of DHS/FEMA communications logistics staff, DHS/IP/NCS staff, ESF #2interagency staff, <strong>and</strong> telecommunications industry employees. The FECC will, at therequest of the JFO Coordination Group, assign <strong>Emergency</strong> Communications Staff to both theJFO <strong>Operations</strong> Section <strong>and</strong> the JFO Logistics Section, <strong>and</strong> may (as the situation warrants)assign staff to the JFO Planning Section. For incidents where ESF #2 has not been activated,the JFO Coordination Group may elect to use the existing DHS/FEMA resources to providecommunications support at the JFO.2.2 Communications Requirements ManagerWhen communications are needed to support PFO/FCO/JFO or other FEMA field activitiescommunications, the requirement passes to the Communications Requirements Manager,who logs <strong>and</strong> tracks individual requirements throughout the logistics lifecycle. To fill therequirement, the Communications Requirements Manager uses the DHS/FEMATelecommunications Information Management <strong>and</strong> Asset Control System (TIMACS),described at Tab 3. The Communications Requirements Manager determines if resources areavailable within FEMA or DHS assets.As outlined in the NRP ESF #2 Annex, the FECC is the single <strong>Federal</strong> point of contact in theincident area to coordinate the <strong>Federal</strong> telecommunications requirements <strong>and</strong> industry’sresponse. Within the JFO <strong>Operations</strong> Section, the FECC coordinates with the Statetelecommunications officer to endure <strong>Federal</strong> communications requirements do not conflictwith State needs. The FECC prioritizes conflicting requests from the State <strong>and</strong> <strong>Federal</strong>Agencies, <strong>and</strong> recommends solutions to the JFO Coordination Group.197Version 8.3Interim Approval April 28, 2006
