Interagency Integrated SOPUNCLASSIFIED• Facilitating PFO augmentation from <strong>and</strong>/or reachback to other DHScomponents <strong>and</strong> other <strong>Federal</strong> departments <strong>and</strong> agencies;• Drafting the PFO executive summary as required;• Coordinating RFIs with appropriate DHS staff elements <strong>and</strong> other <strong>Federal</strong>departments <strong>and</strong> agencies as appropriate;• Performing executive liaison duties/functions as assigned by the PFO.Common Operating Picture Technician. The Common Operating PictureTechnician assists the PFO support staff in establishing <strong>and</strong> maintaining commonoperating picture connectivity.Homel<strong>and</strong> Security Information Network Technician. The HSIN Technicianassists the PFO support staff in establishing <strong>and</strong> maintaining HSIN connectivity.3.1.3 Attached LiaisonsComposition of the liaison staff is based on the incident, subject-matter expertise, <strong>and</strong>/orcapabilities required. The liaisons attached to the PFO support staff will perform dutiesassociated with their parent agency or office in direct support of the PFO. Additionally,the PFO or Deputy PFO may assign other duties or tasks in support of the mission asdictated by the incident. As the incident evolves, the liaisons attached to the PFO supportstaff will normally be adjusted according to the size, scope, <strong>and</strong> complexity of theincident, <strong>and</strong> will relocate into the appropriate ESF or JFO Coordination Staff (where noappropriate ESF has been activated) once the JFO is established.3.1.3.1 Attached DHS LiaisonsInformation Analysis Intelligence Analyst. Responsible for providing dailyintelligence updates to the PFO <strong>and</strong> PFO support staff members regarding currentintelligence relating to the incident <strong>and</strong>/or threat obtained from the DHS/<strong>Office</strong> ofIntelligence <strong>and</strong> Analysis, FBI, local law enforcement, <strong>and</strong> other relevant incominginformation/intelligence sources. Additional responsibilities include the following:• Provides direct reach-back to DHS/<strong>Office</strong> of Intelligence <strong>and</strong> Analysis toprovide PFO access to its Morning Executive Briefings <strong>and</strong> other dailybriefings, subject-matter experts, <strong>and</strong> access to pertinent analytical products <strong>and</strong>threat advisories;• Conducts daily conference calls with <strong>Office</strong> of Intelligence <strong>and</strong> Analysisleadership to discuss current intelligence;• Provides presence in the JFO to ensure PFO connectivity with the ChiefIntelligence <strong>Office</strong>r regarding intelligence matters. If the PFO relocates to anyother location, the senior <strong>Office</strong> of Intelligence <strong>and</strong> Analysis liaison will travelwith the PFO as his or her intelligence representative;• Assists the PFO with information gathering <strong>and</strong> analysis; <strong>and</strong>• Provides daily input to the PFO SITREP <strong>and</strong> other reports as required ordirected.154Version 8.3Interim Approval April 28, 2006
