2014/15 Annual Report
Sole legislative imperatives

Education Act, and the Education White Paper 3: A Programme for the Transformation of Higher Education
guided by the National Plan for Higher Education (2001) and the White Paper for Post-School Education
and Training, 2013.
2. The National Student Financial Aid Scheme Act, 1999 (Act No. 56 of 1999) (NSFAS Act) provides for
the granting of loans and bursaries to eligible students attending public higher education and training
3. The Continuing Education and Training Colleges Act, 2006 (Act No. 16 of 2006) (CET Act) [formerly
referred to as the Further Education and Training Colleges, 2006 (FET Act)] provides for the regulation of
continuing education and training, the establishment of governance structures and the funding of public
Technical and Vocational Education and Training (TVET) Colleges and Community Education and Training
and training.

5. The Skills Development Levies Act, 1999 (Act No. 9 of 1999) (SDL Act) provides for the imposition of the
entrusted to the Minister of Labour by the Skills Development Levies Act and the Skills Development Act,
Proclamation 56 of 2009.
6. It is relevant to note that the Adult Education and Training Act, 2000 (Act No. 51 of 2000) (AET Act) has
been repealed as of 1 April 2015.
