In 2012, Tshwane spent the most on R&D, followed by Ekurhuleni, Cape Town and Johannesburg.<br />

Nelson Mandela Bay spent the least of all the <strong>cities</strong>, equivalent to just 4% of what Tshwane spent per<br />

person. This is certainly an important contributing factor to the listless economic activity in South<br />

Africa’s eastern metropole.<br />
