• The well-governed city. Is the current governance of <strong>cities</strong> what is required to drive long-term<br />

spatial transformation? Should city governance (rather than government) be considered, as it<br />

includes the various actors in the urban space and their roles and responsibilities in driving the<br />

transformation agenda? If so, what is the governance model and approach that will achieve the<br />

desired urban spatial transformation outcomes in South African <strong>cities</strong>?<br />

• City finance and innovation. What is the current state of municipal finances, and what impact<br />

has the spatial pressures faced by city government had on municipal finances? Are there<br />

instances where South African <strong>cities</strong> have developed innovative approaches to financing growth<br />

and development?<br />

• Enabling transformation. What is necessary to drive the spatial transformation agenda? What<br />

are the disablers and enablers that will activate urban actors to achieve the desired outcomes?<br />

What are the enabling conditions that need to be created so that <strong>cities</strong> can become dynamic<br />

systems of innovation where all urban residents enjoy the benefits of agglomeration?<br />
