From available information (ibid) the CBP approach has experienced certain challenges, notably:<br />

• The process does not empower communities.<br />

• The approach does not adequately address the provision of sustainable livelihoods for the poor<br />

in a given community.<br />

• The process does not include all community stakeholders, which dilutes the impact of projects<br />

and initiatives agreed to during the community-based planning process.<br />

CBP centres on the premise that public participation occurs when the community involved takes<br />

control of the development process, as shown in Arnstein’s Ladder of participation (Figure 8.4).<br />

Effective local government-led public participation is time-intensive, confrontational, and requires<br />

advanced skills in mediation and the capacity to compromise. The expectations placed on officials are<br />

onerous, while public participation processes tend either to include all relevant municipal staff (which<br />

is a waste of resources) or to use only specialist public participation officials and associated consultants<br />

(which runs the risk of excluding critical officials). Good internal communication is needed in order to<br />

get the balance right for a given public participation initiative. CBP must allow for a differentiated<br />

approach to public participation, which recognises that different communities and different roleplayers<br />

require different interactions and outcomes from local government.<br />
