The first national and local elections had higher levels of participation because of the mood and euphoria<br />

associated with the first democratic election. And, over the last three local government elections, voter<br />

registration and participations (i.e. voter turnout as a percentage of voters registered) have improved.<br />

The number of registered voters in the metros grew by over 50%, from just over six million (6 327 642)<br />

in 2000 to nearly 10 million (9 783 122) in 2011. The average voter turnout in the nine major <strong>cities</strong><br />

dropped from 48% in 2000 to 45% in 2006 but increased significantly to 59% in 2011 (Figure 6.6).<br />
